The facility is the outcome of a <br />These regu- <br />feasibility study conducted by the Resource Recovery Task Force, a task force <br />formed by the Metropolitan Council and the Twin Cities Association of Metal <br />Finishers in April of 1982, which included MPCA staff and staff of the Waste <br />Management Board and which studied the feasibility of a central facility to treat <br />metal waste generated in the metro area. <br />As of October 30, 1984, 29 out of a possible total of 96 Twin Cities metal <br />finishers and electroplaters were committed to utilizing the proposed central faci- <br />lity. The facility will be run as a Minnesota corporation with some of the par- <br />ticipating metal waste generators owning stock and having voting rights and liabiity <br />for the facility operation. <br />The EAW for this project was prepared in accordance with Minnesota Rule <br />Part 4410.4300 which requires the MPCA to prepare an EAW to assess the environ- <br />mental impacts of new hazardous waste processing facilities which sell processing <br />services to generators other than the owner and operator of a facility, of 1,000 <br />or more kilograms (kg) per month capacity. The amount of hazardous waste per <br />month that has now been committed by "put or pay" contracts to be processed by <br />the facility is greater than $00,000 kg/month. <br />The EAW for th& proposal was prepared and distr;buted for a 30-day comment <br />period which ended on November 7, 1984. Comments received are attached. These <br />comments and responses, as appropriate, are included in the Findings of Fact <br />which were prepared by the staff of the Office of Planning b Review in prepara ci on <br />for presenting the completed EAW to the BcArd. The Board must now determine if the <br />projet.t has the potential for significant environmental impacts. A positive <br />declaration will result in the preparation of an EIS on the project. <br />
