' - 3 - <br />II. DISCUSSION <br />� r <br />Minnesota Rules Part 4410.1700 provide that four factors be considered when <br />the Board determines whether the project has the potential for significant <br />environmental impacts. Impacts with respect to these factors are discussed in <br />detail in the Findings of Fact and are summarized below. <br />A� TYPE, EXTENT, AND REVERSIBILITY OF ENVIRONMENTAL EFFECTS <br />Primary potential impact areas with the project include the potential <br />for water quality and solid and hazardous waste impacts. However, miti- <br />gation measures to be required by the Agency and other governmental per- <br />mits will ensure that no significant environmental impacts will occur <br />with the project. <br />Water Quality Impacts <br />Ground water and surface water quality are not expected tn be adversely <br />impacted with the project. The project will comply with federal Resource <br />Conservation and Recovery Act (RCRA) or MPCA permitting requirements <br />(whichever is in effect at the time of permit issuance) for on -site spill <br />prevention control plans and countermeasures, container adequacy and <br />management practices, and requirements for the design and operation of <br />secondary containment systems. Secondary containment systems will be <br />located under the truck loading/unloading area, truck dock area, and the <br />drum/tank storage area. A spill containment dam will be built between the <br />truck loading/unloading area and employee car parking lot. The storage <br />floor area will be a continuous concrete pad, elevated in the center and <br />sloping down on both sides to form two separate areas for handling incom- <br />patible wastes. <br />In addition, U.S. EPA, RCRA, state and county requirements will apply to <br />the transportation of wastes associated with the proposed facility. <br />
