:r <br />- 5 - <br />alternative because it will reduce the landfilling of toxic and hazar- <br />dous metal wastes and recover useable metal from the wastes. Moreover, <br />many small metal finishing shops could not afford to treat their own <br />wastes to meet the sewer effluent limitations. <br />Quantities of wastes to be handled will be specified in the appropriate <br />permits. Any increase in the volume of wastes to be processed by the <br />facility will be subject to federal RCRA or MPCA, and MWCC permit and <br />county licensing requirements. <br />C. THE EXTENT TO WHICH THE ENVIRONMENTAL EFFECTS ARE SUBJECT TO MITIGATION <br />BY ONGOING PUBLIC AUTHORITY <br />The project must comply with the federal RCRA or MPCA hazardous waste <br />treatment, storage, and disposal facility permit requirements. A hazar- <br />dous waste transportation, storage, and processing license must also be <br />obtained from Ramsey County. The project will also be subject to any <br />special provisions contained in the city's special use permit, for in- <br />stance, provisions limiting types of wastes to be handled by the facility. <br />The facility must also comply with the MWCC industrial wastewater dis- <br />charge permit, which will include the Metropolitan Disposal System <br />and applicable federal categorical regulations, which limit the quality <br />of wastewater discharged to the sanitary sewer. <br />If an MPCA air emsssion facility permit is deemed necessary following <br />detailed design of the facility, Minnesota Rules Part 7005,0450-.0520, <br />and Part 7005.0300-.0400 relating to industrial process equipment and <br />boilers, respectively, may apply. The facility must also comply with <br />Minnesota Rules Part 7005.0550 limiting fugitive dust emissions, <br />Minnesota Rule Part Chapter 7010 limiting noise levels, and Minnesota <br />Rules Part 7005,0900-.0930 limiting odor levels. <br />
