D. THE EXTENT TO WHICH ENVIRONMENTAL EFFECTS CAN BE ANTICIPATED AND <br />CONTROLLED AS A RESULT OF OTHER ENVIRONMENTAL STUDIES <br />Many companies in the state have been permitted for the treatment, <br />storage of hazardous waste. Presently, one company has been permitted <br />for hazardous waste processing. A similar, much smaller scale faci- <br />lity, the Sperry Univac precious metals recovery system at Mendota <br />Heights has been permitted by the Division of Air Quality to control <br />hydrogen cyanide emissions. <br />Moreover, the MPCA approved a negative declaration on essentially the <br />same project as proposed by the Metropolitan Recovery Corporation at the <br />September 27, 1983 Board meeting. The new proposal differs from the <br />original proposal because of one significant project change and the <br />change in the project location. With the new proposal, liquid organic <br />wastes and organic sludges will be stored at the facility and shipped <br />to appropriate disposal sites. <br />Wastewater treatment processes to be used at the proposed facility are <br />the same or are comparable to processes used to form the basis for the <br />federal categorical pretreatment regulations. <br />III. CONCLUSIONS: <br />The proposed project is expected to meet all federal, MPCA, MWCC, county, <br />and city requirements. During the course of the EAW process, all environmental <br />issues were identified and evaluated. Given required permit conditions and <br />proposed mitigation measures, no areas with a potential for significant environmen- <br />tal effects remain. <br />Ill. RECOMMENDATION: <br />The MPCA staff recommends that the MPCA approve the Findings of Fact which <br />conclude that the project does not have the potential for significant environmental <br />ti <br />
