FINDINGS OF FACT <br />CENTRAL TREATMENT AND RECOVERY FACILITY <br />ENVIRONMENTAL ASSESSMENT WORKSHEET <br />The Metropolitan Recovery Corporation (MRC) is proposing to <br />construct a metals recovery and processing facility in Roseville, <br />Minnesota. At the facility, solid and liquid wastes and ion <br />exchange resin canisters obtained from the metro area and other <br />metal platers, printed circuit manufacturers and metal finishing <br />businesses will be processed to recover metals and metal precipi- <br />tates for sale and reuse. Wastes will be transformed into solids <br />to be disposed in approved landfills. <br />This EAW is essentially a reissuance of an EAW prepared by the <br />Minnesota Polllution Control Agency <br />ilar <br />facility ,proposed by the Metropolitan MRecovery fCorporatf on a io for <br />northeast Minneapolis last year. The previous EAW was distributed <br />for review in August, 1983 and considered by the Board on September <br />27, 1983. The Board approved a negative declaration (no FIS) on <br />the proposal at that time. <br />The new proposal differs from the original proposal because of one <br />project change (with the new proposal, liquid organic wastes and <br />organic sludges will be stored at the facility and shipped to <br />appropriate disposal sites) and a change in the proposed location <br />of the facility (the original project would have been located in <br />northeast Minneapolis). <br />An environmental assessment worksheet (EAW) was prepared for the <br />proposal in accordance with Minnesota Rules Part '410.4300. The <br />EAW and other pertinent materials have been reviewed in accordance <br />with Minnesota Rules Part 4410.1700 to determine if the project has the potential for significant environmental effects• <br />The findings and conclusions of that review are contained in this <br />document. References are cited in brackets. <br />I. TYPE, EXTENT AND REVERSIBILITY OF ENVIRONMENTAL EFFECTS <br />A. Project Size and Cost <br />The project will consist of the construction of a metals <br />recovery and processing facility. Wastes from metal <br />finishers (metal platers, printed circuit manufacturers, <br />and other metal finishing businesses) primarily located <br />in the Metro area will be treated and stored at the <br />facility. <br />The facility, a 60t 000 square foot building, will be <br />constructed on four acres of an eight -acre site in <br />Roseville at Walnut Street and Rose Place. <br />The <br />be utilized is located on the south side of RoseparcePlace,to <br />one parcel easterly of Walnut Street. The site is <br />located within one of fourteen areas which the Minnesota <br />Waste Management Board (WMB) selected as a preferred area <br />for plants processing hazardous chemical wastes. This <br />site is designated only for chemical treatment plants or <br />transfer/storage facilities. <br />
