2 <br />The facility will house processing equipment including <br />separators, vats, and tanks to extract metals from the <br />waste received from metal finishers. Specially designed <br />trucks, semis and tank trucks, will transport waste <br />material from the metal finishers to the facility. <br />Solid wastes, liquid wastes and ion exchange resin <br />canisters containing cadium, chromium, copper, lead, <br />zinc, nickel and other metals generated by metal <br />finishers will be processed at the facility. Some metals <br />will be recovered for sale and reuse. Liquid organic <br />wastes and organic sludge will be stored at the facility <br />and shipped to appropriate disposal sites. Unrecoverable <br />wastes will be transformed into solids to be disposed in <br />approved landfills. Organic liquids and sludges will be <br />stored for transshipment to appropriate out-of-state <br />treatment and disposal facilities. <br />As of August 30, 1984, 29 out of a possible total of 96 <br />Twin Cities metal finishers and electroplaters which are <br />subject to the Metropolitan Waste Control Commission <br />(MWCC) effluent limitations had contracted to utilize the <br />proposed central facility. However, other companies <br />included in the 96 have expressed interest in utilizing <br />the facility once it is in operation. There are also 104 <br />facilities which are not subject to the MWCC limitations, <br />such as some steel treatment facilities, thpt could <br />potentially use the proposed facility. <br />Currently, the 29 shops committed to utilizing the <br />proposed facility have signed "put or pay" contracts. <br />Data from these contracts yield the following estimate of <br />the minimum number of canisters and weight or volume of <br />bulk dump liquids and sludge cake to be handled at the <br />proposed facility: 3,207 canisters, 335,975 gallons of <br />bulk dump liquids, 128 drums of dewatered sludge, and <br />33,279 pounds of wet sludge per year. <br />Total cost of the project is estimated at $6 million, <br />about $5 million plus land costs. [1, 2, 5] <br />B. Permits and Approvals Required <br />The py)ject will require permits and approvals from the <br />U. S. Environmental Protection Agency (EPA), Minnesota <br />Department of Energy and Economic Development, MPCA, WMS, <br />MWCC, Ramsey County, and the City of Roseville. The MPCA <br />will be delegated the authority to issue the Hazardous <br />Waste Treatment and Storage Facility Permit by the U. S. <br />EPA in January or February of 1985. When this permitting <br />function is delegated to the MPCA, a Resource Conserva- <br />tion and Recovery Act (RCRA) permit will not be required <br />from the EPA. [11 2, 6] <br />
