3 <br />C. <br />D. <br />Land Use and Local Plans and Ordinances <br />The project will be located in a General Industrial <br />District (I-2) in the City of Roseville. A zoning <br />amendment and special use permit authorizing this <br />specific type of industrial use must be obtained from <br />the City. <br />The application at this time before the City Planning <br />Commission and Council is one of amending the Ordinance <br />to include the following as a special use in the I-2 <br />District: <br />(11) The collection, processing, treatment, and <br />distribution of industrial wastes consisting <br />of metal compounds, solutions and sludges, <br />and organic and inorganic liquids. <br />The site is within one of fourteen areas which the WMB <br />has selected as a preferred area for plants processing <br />hazardous chemical wastes. This site is designated only <br />for chemical treatment plants or transfer/storage <br />facilities. The Roseville Planning Commission has <br />discussed adding provisions to the special use permit for <br />the project to disallow radioactive, explosive or PCB <br />waste processing at the plant. The City Council will <br />consider the zoning amendmein at its November 13, 1984 <br />meeting. 11, 10, 6, 8) <br />The site has never been developed. It is the only <br />undeveloped parcel in this industrial area. Neighboring <br />industrial activities include: solvent storage and <br />sales, warehousing, forest products manufacturing, a <br />petroleum tank farm, and a food processing company. The <br />closest residences are located over one-half mile away <br />from the project site to the northwest. 11, 6, 8) <br />Topography, Soils and Geology <br />The Ramsey County Soil Survey classification for this <br />site is 860c, Urban Land -Hayden -Kingsley Complex with 3% <br />to 15% slopes. Nearby well logs indicate clay, sand, and <br />gravel surfaces with the area characterized by clay to <br />twelve feet. The topography in the project area is <br />generally flat. The four acre building site is flat; the <br />eight acre site slopes downward on the eastern portion of <br />the site. [1, 7) <br />E. Shorelands, Floodplains, and Rivers <br />The project site is not located within a shoreland zoning <br />district, the 100-year floodplain or a wild and scenic <br />river district. <br />
