Al <br />completion of the design specifications for the facility. <br />Air quality emission surveillance/monitoring systems for <br />the storage and processing equipment may be required <br />under RCRA or the state permit rule, whatever applies at <br />the time of permit issuance. <br />Fugitive dust emissions due to construction activity will <br />be kept to a minimum as required by Minnesota Rule <br />7005.0550 by watering or ceasing operations during <br />periods of high winds, if necessary. All roads within <br />the facility will be paved. As such, reentrained <br />particulates due to truck traffic during construction and <br />operation of the proposed facility will be kept to a <br />minimum. <br />Noise will result due to truck traffic (deliveries to the <br />facility and waste shipments to landfills or hazardous <br />waste disposal facilities from the facility). No <br />residences are 1c:ated adjacent to the project site. The <br />project is located in a General Industrial District (I-2 <br />zoned area) in Roseville and is surrounded by industrial <br />land uses. <br />Adverse noise impacts at the closest sensitive receptors <br />will be minimized by the use of properly muffled <br />equipment, routing of truck traffic to avoid an adverse <br />impact on these receptors, if possible, and limiting <br />operations to daytime hours. As either the truck owner <br />or lessee, MRC will control all truck routings used for <br />deliveries to and from the facility. As such, noise <br />impacts dut to truck traffic will be minimized since <br />truck routings will conform to the city's truck route <br />system. <br />Moreover, noise due to the handling of waste containers <br />for deliveries to and from the facility will be minimal <br />since the loading/unloading dock areas have openings <br />which are matched in size to the delivery trucks. with <br />this match, the loading/unloading operations are <br />essentially an indoor operation. Solid and Hazardous Waste <br />Adverse impacts are not expected due to the storage, <br />processing or disposal of wastes from the facility. <br />The storage, handling and transporting of hazardous <br />wastes are subject to federal RCRA or state, U.S. EPA and <br />county requirements as in Item F above. The RCRA or <br />state storage permit will allow the facility to store <br />hazardous wastes for 90 days or more to allow for <br />downtime and peak operating periods. <br />
