M. Energy <br />Adequate energy resources and utlities (sewer and water <br />service capacity) are available to the site. [I) <br />II. CUMULATIVE POTENTIAL EFFECTS OF RELATED OR ANTICIPATED FUTURE <br />PROJECTS <br />Any increase in volume of wastes to be processed by the <br />facility will be subject to federal RCRA or state permit, <br />county and city licensing requirements. Moreover, wastewater <br />from the project will have to meet the MWCC's and applicable <br />federal wastewater pretreatment standards. [1] <br />III. EXTENT TO WHICH ENVIRONMENTAL EFFECTS ARE SUBJECT TO <br />MITIGATION BY ONGOING PUBLIC REGULATORY AUTHORITY <br />The project will be subject to: <br />1. Federal RCRA or MPCA hazardous waste treatment and <br />storage facility permits and U.S. EPA requirements, which <br />will include requirements for spill prevention control <br />plans and countermeasures, container adequacy specifica- <br />tions and management practices, the design and operation <br />of secondary containment systems, and for transporting <br />wastes. The facility must also obtain a hazardous waste <br />transportation, storage, and processing license from <br />Hennepin County. In addition, air quality emission <br />surveillance monitoring systems for the storage and <br />processing equipment may be required under RCRA or the <br />state permit. <br />2. The MWCC industrial wastewater discharge permit which <br />will include local pretreatment limitations for the <br />Metropolitan Disposal System and applicable federal <br />categorical regulations limiting the concentration of <br />metals (including cadmium, total chromium, copper, lead, <br />nickel, zinc and mercury), the total cyanide <br />concentration, and pH in the proposed facility's <br />wastewater to be discharged to the sanitary sewer. Also, <br />the facility must pay the MWCC for discharging total <br />suspended solids concentrations or wastewater with <br />chemical oxygen demand levels over set base levels. <br />3. The project may also be subject to a MPCA minor source <br />air emission facility permit which may be required for <br />the proposed facility if venting to the outside air is to <br />occur, or a boiler is installed for the project tripping <br />requirements in Minnesota Rules Part 7005.0300-7005.0400. <br />
