No Person shall discharge or cause or allow to be discharged. <br />directly or indirectly, into the MDS any waste containing a pH less <br />than 5.0 units or more than 10.0 units. <br />3. Notwithstanding the provisions of 16.014A.1 in the event that a <br />discharge of pollutants results in a violation of any requirement of <br />a NPDES Permit for a particular Comm:ssion treatment plant or <br />results in the Sewage Sludge from a particular Commission Ireat- <br />rnent plant exceeding standards or limitations contained in local. stale. <br />or federal law, the Commission shall order all Persons discharging <br />to said treatment plant to reduce the concentration of pollutants to <br />the degree necessary to remedy NPDES Permit violations of to meV1 <br />Sewage Sludge rules and regulations. Upon receipt of said order all <br />Persons discharging pollutants to said treatment plant shall Immedi- <br />ately comply with said order by reducing the concentration of poll- <br />lutants accordingly. This rrovrsion shall be applicable to Industrial <br />Users subject to Pretreatment Standards notwithstanding less <br />Stringent pollutant limitations contained in said Pretreatment Stand- <br />ards or the provisions 01 16.015A.1. <br />13. Pretreatment <br />T. An Industrial User shall make Industrial Waste acceptable under <br />the limitations established in 16 014A.t, the prohibitions under <br />16.013, and/or any app`•wcable Pretreatment Standard before dis- <br />charging, directly or indirectly, into the MDS. Any Industrial User <br />required to pretreat industrial Waste shall provide. oPers►te, and <br />maintain such a facility at the Industrial User's expense. Detailed <br />plans showing the Pretreatment facilities shall be submitted to the <br />Commission for review and approval at least sixty (60) days prior <br />to the Initiation of construction. The Chief Administrator shall ap- <br />prove the Industrial User's Pretreatment plans it it appsets that the <br />proposed Pretreatment facility Is capable of meeting all applicable <br />limitations and prohibitions. The Commission's review and ap>roval <br />shall in no way relieve the Industrial User from the responsr'briny of <br />modifying the facility as necessary Io produce an et(luont complying <br />with the provisions of these Rules. Any subsequent modifications In <br />the Pretreatment facilities which will result In a substantial change <br />to discharge #hall be teported to and be approved by the Chief <br />Adminisirator, upon a determination that the moodied facility is <br />capable of meeting all applicable limitations and prohibitions, prior <br />to the modification of the existing facility. <br />S. Residual solids from a Pretreatment facility shall not be disposed, <br />directly of indirectly, into the MDS without prior written approval <br />from the Chief Administrator. The disposal method shall be In <br />accordance with focal, state, and tederal.requiremenls. The Chief <br />Administrator shall be notified in writing within ton (10) days of any <br />substantial changes in such residual solids disposal procedures <br />and/or characteristics. <br />
