CENTRAL TREATMENT AND RECOVERY FACILITY <br />SYNOPSIS OF REGULATORY REQUIREMENTS <br />The Central Treatment and Recovery Facility must secure hazardous <br />waste processing, treatment, storage and transportation permits <br />from the Minnesota.Pollution Control Agency (MPCA), Ramsey County <br />and the Federal Environmental Protection Agency (EPA). In addition, <br />zoning authorization from the City of Roseville and an industrial <br />waste discharge permit from the Metropolitan Waste Control <br />Commission must be secured. An environmental assessment work - <br />sheet (EAW) must be prepared and accepted by the MPCA. <br />A facility permit will contain design, construction, operation, <br />monitoring and insurance requirements based on application plans <br />as modified by the reviewing agencies, special conditions imposed <br />by the reviewing agencies and general requirements. Facility <br />permits are issued following compliance with procedures which <br />include; submission of preliminary application, internal review <br />of application resulting in directives for additional information <br />and revisions, the submission of a final application, and the <br />development and publication of a draft permit, a public hearing <br />on the draft permit, revisions of the draft permit by the reviewing <br />agency, and approval and publication of the final permit by the <br />appropriate decisional board. MPCA and EPA permits are issued <br />for a five year period and a Ramsey County facility license is <br />issued for a one year term. <br />In the event that permits are issued for the Central Treatment and <br />Recovery Facility, they will include the following: <br />Waste Processing and Analytical Requirements <br />* Specific delineation of the composition, type and maximum <br />volumes of waste materials which can be received for <br />processing. Prohibition on additional receipt and <br />processing. <br />* Generator permit and shipment manifests specifying <br />types and volumes of wastes shipped for processing. <br />* Plan, procedure and equipment requirements for testing <br />incoming materials to ensure that received wastes cor- <br />respond to permit specifications and manifests; notification <br />system regarding unpermitted waste receipt. <br />Transportation <br />* Shipment only with carriers specifically permitted to <br />transport industrial wastes. <br />
