2 <br />formed by the metropolitan Council and the Twin Cities Association of Metal Finishers <br />in April of 1982, which included MPCA staff and staff of the Waste Management Board <br />and which studied the feasibility of a central facility to treat metal waste generated <br />in the metro area. <br />As of 8/30/83, 20 out of a possible total of 96 Zarin Cities metal finishers <br />and electroplaters are committed to utilizing the proposed central facility. In the <br />next few weeks, additional metal waste generators may commit to the facility in re- <br />sponse to the notice of violation sent by the Metropolitan Waste Control Commission <br />(MWCC), requiring 40 of these shops to either have committed to the proposed central <br />facility or to installing their own pretreatment facilities. <br />The facility will be run as a Minnesota corporation with participating metal <br />waste generators owning stock and having voting rights and liability for the facility <br />operation. <br />Under the new EQB rules adopted on September 28, 1983, the MPCA must prepare <br />an EAW and make the final decision on the need for an EIS for projects for which <br />the MPCA is the Responsible Governmental Unit (RGU), when the project exceeds the <br />mandatory EAW preparation thresholds listed at 6 MCAR 93.038. The EAW for this <br />project was prepared in accordance with 6 MCAR $3.038.0.2 which requires the "CA <br />to prepare an EAW to assess the environmental impacts of new hazardous waste proces- <br />sing facilities which sell processing services to generators other than the owner <br />and operator of a facility, of 1,000 or more kilograms per monL;h capacity. A <br />minimum amount of approximately 60,000 kilograms of hazardous waste per month has <br />now been committed by "take or pay" contracts to be processed by the facility. <br />The U.W for the proposal was prepared and distributed for comment on August 1, <br />1983. During the course of the 30-day comment period, the Agency staff received <br />comments on the project from the Minnesota Historical Society, the Metropolitan <br />
