3 <br />Council, and the Minnesota Department of Natural Resource <br />s. Zliese commenting agencies <br />stated that there were no significant impacts associated with the <br />project. These <br />comments and responses, as appropriate, are included in the Findings g of Fact which <br />were prepared by the staff of the Office of Planning and Review in preparation for <br />Presenting the completed EAW to the MPCA Board. <br />II• DISCUSSION: <br />Processes to be used at the facility to remove metals from the <br />stream will include ion exchange, activated carbon a incoming waste <br />adsorption, chromium reduction, <br />electrochemical recovery, ]metal precipitation, filter press, , and sludge thickening <br />Processes. Cyanide removal will be accomplished with a cyanide ox <br />idation process. <br />After metals removal, wastewater from these processes will <br />be treated further by <br />clarification and neutralization, and multimedia or sand fil <br />tration. (Refer to EAW <br />Attachment 2 for a detailed process description.) <br />It is expected that 50 to 75%, by dry metal weight, of the in <br />be recovered for reuse. Nonhazardous waste will constitutecoming waste will <br />approximately 50% by <br />dry metal weight of the incoming processed wastes. Approximate <br />ly 25-50♦ of the <br />total incoming wastes are not amenable to recovery. These will <br />either inert solid residuals or mired met be processed into <br />al sludges. Solid inert substances generated,, <br />if nonhazardous, will be disposed of at sanitary landfills in Minnesota. Mixed metal <br />sludges will be disposed of at approved hazardous waste facilitie <br />s. <br />The project will dispose of approximately G4,000 gallons of wastewater per day <br />(assuming a 26-shop case) into the municipal/metropolitan sewage g treatment system. <br />Wastewater will be pretreated at the facility to Qnsure compliance P ce with applicable <br />industrial wastewater effluent requirements, including the lo <br />cal pretreatment limita- <br />tions for the metropolitan disposal system for metals and cyanide Y e concentrations and <br />OR in the wastewater and any applicable federal regulations for was <br />tewater discharges. <br />(Refer to EAW Attachment 3 for the MWCC's li.mitation,s on discharges.) <br />9 ) <br />
