Fridays, Inc. <br />Northeast Corner of County Road C and <br />Snelling Avenue <br />Rezoning from B-1 to B-lB <br />Special Use Permit for Site Plan <br />Approval <br />1. The property in question is a 3.0 acre parcel located west of the service <br />road (on the east side of Snelling Avenue) and the future off -ramp for a <br />folded diamond interchange plan for the intersection of County Road C and <br />Snelling Avenue. The site is zoned B-1, and was contemplated at one time <br />as an office site (permitted in the B-1 District). The property to the <br />east is zoned B-1 and is part of the land owned by NCR Com-ten <br />Corporation. Further to the east is Pascal Avenue, east of which is the <br />Rose Park single family subdivision. <br />The Comprehensive Plan designates the land in question as a future <br />"business" use. The land to the east owned by the Com-ten is designated <br />as Limited Business, the northerly portion of which, as you know, is <br />developed for NCR Com-ten's offices. The southerly portion of Com-ten's <br />property (just north of County Road C) was at one time planned to be <br />occupied by a training building for Com-ten but remains vacant today. As <br />you know, the Com-ten people purchased the elementary school site to the <br />north of their present structure and are utilizing the school building for <br />offices and training purposes. <br />2. The proposal is to construct a 91400 square foot restaurant with a seating <br />capacity of 298 and parking capability of 186 cars. The B-IB District <br />being applied for, is a restrictive limited business zone which was <br />designed primarily and initially for the limited business zone westerly of <br />Rosedale, north of Trunk Highway 36, which was, of course, across Trunk <br />Highway 36 from the larger homes in the Gluek Lane area. <br />The district lists restaurants of over 5,000 :square feet as a permitted <br />use, but requires 15 percent of the parking area to be landscaped, and a <br />special use permit for site plan approval, so as to be able to control the <br />quality of the site plan and buildings proposed. The signs are limited to <br />100 square feet on the building, and a pylon sign with a maximum of 70 <br />square feet, 25 feet high. The sign must be set back 30 feet from the <br />public right-of-way. <br />3. Attached is a copy of the statement from the applicant generally <br />describing their proposal. Also attached are copies of reduced plans of <br />the elevations, site plan, grading plan, and the landscaping plan. <br />
