E <br />0 <br />CONVERSION OF THE RESIDENCE AT 162 MINNESOTA AVENUE <br />FROM A SINGLE FAMILY RESIDENCE TO A DUPLEX <br />The owners of the home located at 162 Minnesota Avenue, Roseville, desire to <br />rezone the property from R-1, single family residence, to R-2, two family residence. <br />The purpose of the rezoning is to permit the use of the home at 162 Minnesota Avenue <br />as a duplex. As explained below, the use of this property as a duplex will <br />result <br />in an appropriate and efficient use of the property, and <br />will not have an adverse <br />imprict upon neighboring property owners, or the City of Roseville. <br />The home at 162 Minnesota Avenue is a large, split level, single family residence <br />containing just under 2,000 square feet of living space on two floors. The home, <br />which Is located can a 75 foot by 200 foot lot, was built in 1955. <br />The floor plan of the home at 162 Minnesota Avenue is particularly appropriate <br />for the use of the property as a duplex. The 2,000 square feet of living space in <br />the home is divided equally between the two floors, and the floor plans of the two <br />levels are virtually identical. The lower level contains a living room, two bedrooms, <br />kitchen and full bathroom. The upper level contains a living room, three bedrooms, <br />and three-quarter bathroom. The furnace, water heater and utility connections are <br />located in a partial basement, underneath the stairway, The main entrance to the <br />home is on the west side of the building; access to the two levels of living space <br />is available through one-half flights of stairs up and down from the main entrance. <br />There is also a rear entrance to the home on the lower level. <br />There is a detached double garage adjoining the home. In addition to the garage, <br />parking on the property is available on the driveway leading to the garage, as well <br />as a circular driveway located to the north of the house. Off street parking on <br />the property is available for at least four vehicles. <br />In order to modify the property for use as a duplex, the third bedroom on the <br />upper level (which is identical in size and location to the kitchen on the lower <br />
