tom. <br />6 October 1982 <br />PLANNING REPORT <br />CASE NUMBER: 1403-82 <br />APPLICANT: City of Roseville <br />LOCATION: Tax Increment District <br />ACTION REQUESTED: Determination of Compatibility with <br />Comprehensive Plan <br />i; <br />PLANNING CONSIDERATIONS: <br />1.> A copy of the Tax Increment Financing Plan for the City of Roseville will <br />be delivered to you under separate cover. The objective of the Tax <br />Increment Plan is to enhance the development and redevelopment potential of,., <br />certain areas of the City so as to more efficiently utilize the land, create <br />conditions for greater development value, and enhance the overall develop- <br />ment potential and image of the City. <br />2. These objectives will be carried out by the construction of certain public <br />improvements and the construction of a new bridge connecting County Road <br />B-2 westerly to Terminal Road. Portions of the cost of the public <br />improvements will be borne by the Tax Increment District, assessments, <br />Municipal State Aid (MSA) Funds, and a debt service levy. Anticipated tax <br />wi <br />-increment amounts, funding needs, and extended debt service analysis are <br />outlined in the report. It appears that with reasonable development <br />potential, the objectives outlined in the Tax Increment District can be <br />achieved and adequate funding will be secured from the sources mentioned <br />above and detailed in the report. <br />3. One: of the requirements of establishing the Tax Increment District is that <br />the, Planning Commission make a determination that the Tax Increment Plan <br />. <br />is compatible with the Comprehensive Plan. In the case of this Tax <br />Increment District, it involves a determination in two areas. One of these <br />is the land use and development proposals west of Interstate 35W, and the <br />other a"change in land use north of Rosedale, easterly of Fairview Avenue. <br />4. With respect to the areas west of I-35W, as you will recall and as indicated <br />on the Comprehensive Plan, the industrial lands were proposed to be <br />developed and redeveloped for business purposes. You are all familiar with <br />this area and the fact that the City has established a new B-4 Business <br />District and has zoned the property accordingly. The Comprehensive Plan <br />indicates also the extension of a new bridge across I--35W extending County <br />Road B-2`to Terminal Road. The plan also indicates an extension of Long <br />Lake Road southerly to the service road north of Trunk Highway 36, thus <br />the basic public improvements proposed for this area were a part of the <br />Comprehensive Plan as adopted in 1980. <br />c' <br />r <br />t <br />1 <br />
