CASE NUMBER: 1403-82 <br />APPLICANT: City of Roseville <br />6 October 1982 Page 2 <br />5. With respect to the area north of Rosedale, the Planning Commission and <br />Council had left the Comprehensive Plan indicating this area as Residential. <br />c This was due to the uncertainty of the future of this area at that time. <br />Since that time, however, there has been active pursuance of a proposal <br />to redevelop the land for a "high end" shopping area similar to the Galleria <br />near Southdale, and the Bonaventure near Ridgedale. In fact, the same <br />developer of those exclusive shopping areas is the developer proposing the <br />one north of Rosedale. <br />6. In order for the Planning Commission to make a determination that. the Tax <br />Increment Plan is compatible with the Comprehensive Plan, it will be <br />necessary to amend the Comprehensive Plan for that area north of Rosedale <br />from Residence to Business. This amendment has already passed through the <br />?4 Metropolitan Council who have determined that there is no regional <br />' significance and have thus signed off for a consideration on the ;part of <br />the Metropolitan Council. The effect of changing the Comprehensive Plan <br />t simply, makes it allowable to rezone the land in the future. It does not <br />affect the current zoning of the land. In other words, in the event that <br />it was decided to develop the land for residential purposes this could be' <br />done without an amendment to the Comprehensive Plan or rezoning the land. <br />As noted,, however, before the land could be rezoned and developed for <br />business purposes, an amendment to the Comprehensive,Plan would be necessary <br />firstin,this case. <br />7. It'is important that the citizens be aware of the distinction between a <br />change',in..plan and rezoning. As noted, the land use will not actually change <br />until such time as a specific development plan is proposed and a rezoning is <br />accomplished. If that is not done, the land can be developed as zoned for <br />k <br />single family purposes if for some reason that is the ultimate choice. <br />x $. A copy, of a resolution that may be adopted by the Planning <br />Commission to accomplish the change in the land use plan, and determine <br />the compatibility of the Tax Increment Plan in,relationship to the <br />,Comprehensive Plan will be available: for your 'review at Wednesday's <br />1 <br />meeting. <br />ij <br />f <br />t <br />1 <br />
