The Minneapolis Business College was established in 1874 and is currently <br />located in the Central Business District of Minneapolis. The College has <br />recently been acquired by Bradford Schools, Inc., and now propose to mG, <br />the school to Roseville. The site selected is the new office building <br />recently'constructed by Leonard Vanasse at the northeast corner of Herschel <br />Street and County Road B. <br />Attached is a letter from Leonard Vanasse, a statement from the Minneapolis <br />Business College, a site plan of the area, a site plan of the building <br />location -and a accessory parking, a diagram of bus routes serving the area, <br />and a letter from Jim, 2illman, president of the Minneapolis Business <br />College. Enclosed for the Planning Commission are two brochures describing <br />the Minneapolis Business College curriculum and other information. Since <br />we did not receive enough copies of these brochures, additional copies shall <br />be secured and sent to the Council prior to the public hearing. <br />2. The office building at Herschel and County Road B has 68,653 gross square <br />feet of floor space and has 318 parking spaces as required at a rate of <br />five (5) spaces per 1000 gross square feet of, office space. Though some <br />communities in the suburban Twin Cities use a factor of four (4) spaces <br />per 11000 square feet, we have found it more appropriate to use the require- <br />ment of five spaces per 1,000 square feet. This requirement has been in <br />effect in Roseville since 1979 and has generally been adequate for typical <br />office space requirements. The Roseville Professional Building finds the <br />requirement minimal, whereas the Rosedale ToweXs structure (north of the site <br />in question) finds it more than adequate. It. Iof course, all depends on the <br />occupancy of the particular building, which varies from structure to <br />structure. <br />3. The property in question is zoned B-1 for which a private college is a Special <br />Use. The applicants have therefore applied for a Special Use Permit for <br />the approval of the occupancy of 8,000 square feet of the office building for <br />college purposes. There is an option for the future whereby the college <br />could acquire an additional 2,000 square feet on the same floor. <br />The college anticipates an enrollment of 110 persons initially with a <br />staff of. 10 to 12 people. As you will glean from reading the brochure <br />
