k L
' 'MEMORANDUM
'RE: Case No. 1416-83
DATE: 7 February 1983
>:F
A
Page 2
s, students they have 431 parking stalls. The City Planner stated that
during the recent snow storm, parking was "very tight".
4. White Bear Area Vo-Tech Institute, Century Avenue, White Bear hake
This institution has 3,000 students with parking stalls to accommodate
1,37.3. Their maintenace department superintendent indicated that they
have "just about the right amount of parking". Only the stalls farthest
away are vacant on a typical day.
5. University of Minnesota, Minneapolis/Saint Paul
The University has parking for 25% of their students, relatively good
mass transit facilities are available, and many students live on or near
campus.
The Minneapolis Zoning Ordinance requires one parking space for every five
students and one parking space for every two staff persons. The Burnsville
Zoning Ordinance which we recently substantially amended requires one parking
space for every two students, plus one parking space for each staff person.
Roseville requires one space per classroom, plus one space per seven students,
which in the case of the Northwest College partially in Roseville is
adequate for a typical college with primarily on -site residents.
As outlined in our planning report, the Minneapolis Business College is totally
a commuter institution"with no on -site residence facilities. We are therefore
very concerned about the adequacy of parking based on the five spaces per
1,000 gross square feet of building as is provided for on the property for
office functions.
t_
