i <br />- <br />2 February 1983 <br />PLANNING REPORT <br />CASE NUMBER: 1417-83 <br />APPLICANT: Deluxe Check Printers, Inc. <br />LOCATION: Northwest Corner of Pascal Avenue and <br />{ <br />County Road B <br />r <br />ACTION REQUESTED: Amendment to Zoning Ordinance <br />�a <br />PLANNING.CONSIDERATIONS: <br />1. The Deluxe Check Printers, Inc. built a 39,000 square foot building in <br />5 <br />1971;,functioning as their principal offices and processing facility <br /><' <br />until 1975:when they moved to substantially larger quarters in the City <br />of Shoreview. In the meantime, the Deluxe Check people have continued <br />to own. the building which has been vacant now for several years. From <br />1976 to approximately 1980 the building was leased to Medtronics for which <br />the City of Roseville amended the Ordinance so as to allow the manufacture' <br />of pacemakers in the structure. <br />2. Deluxe Check now wishes to utilize the building for its own purposes to be <br />occupied by,a division of the Deluxe Check company which processes mail <br />order sales of small stationery items "such as hand and checkbook calculators, <br />desk clocks, calendars, pencil sharpeners, self -inking stamps, etc.". <br />The problem here is that the land is zoned B-1, Limited Business which would <br />accommodate. as "a permitted use the office functions involved, but not the <br />f� <br />storage, shipping, and minor assembly involved in one of the products <br />(personalized hand stamps). Having discussed these operations with <br />1 <br />reprresentatives from the Deluxe Check Printers it appears as though the <br />processing of these items involves such small scale shipping and receiving <br />that the operation could likely be conducted without anyone being readily <br />aware hat it is going on. However, in view of the fact that it does <br />.Y <br />violate the Limited Business Zoning District regulations, we suggested that <br />an appropriate course would be for the company to request an amendment to <br />the B-1 District, particularly inasmuch as they propose to occupy the <br />premises for this purpose for an extended period of time. <br />. <br />3. Therefore, the company has requested an amendment to the zoning Ordinance <br />to,.allow for this operation within the regulations of the Zoning Code. <br />Attached is a lengthy statement from the company outlining in detail the <br />nature and scope of its proposal. <br />You will note on the first page of the letter that they suggest the amendment <br />to include as a Special Use in the B-1 District <br />"Mail order sales and order processing offices, including, <br />in conjunction therewith, manufacture, assembly, storage,.,., <br />and shipment of consumer mail order products." <br />} <br />�r <br />3 <br />
