Regular City Council Meeting <br /> Monday,January 29, 2024 <br /> Page 4 <br /> this was precipitated by outdoor work that was not allowed by code and had to be <br /> removed. Staff discussed these changes with the owner, which has offered him an <br /> opportunity to go forward. <br /> Councilmember Strahan asked how the property was able to be transferred when it <br /> was a non-permitted use. <br /> Mr. Paschke explained ownership continues so it is considered a non-conforming <br /> use. It can continue in perpetuity until it is not used for a year. It has never ceased <br /> being a service station. <br /> Councilmember Strahan asked if future expansion is possible within the existing <br /> zoning in that area. <br /> Mr. Paschke indicated it is,but a variance may be needed. <br /> Public Comment <br /> Mayor Roe offered an opportunity for public comment. <br /> Mr. Troy Miller,Applicant <br /> Mr. Miller addressed the City Council regarding his application and proposal for <br /> his business. <br /> No one else came forward so Mayor Roe closed the public comment. <br /> Strahan moved, Groff seconded, enactment of Ordinance 1654 entitled, "An <br /> Ordinance Amending Table 1005-1 (Mixed-Use Districts Table of Uses of the <br /> Roseville City Code" <br /> Council Discussion <br /> Strahan indicated she thinks it is important to support small businesses in the <br /> community. Groff agreed, stating he thinks it is good to provide flexibility to the <br /> city code to assist business when possible. <br /> Mayor Roe noted that prior councils before his time had expressed concerns for <br /> auto repair businesses in these districts due to the potential for outdoor storage of <br /> vehicles in various states of disrepair on the sites. However, he was supportive of <br /> this code amendment because the proposed Conditional Use process should address <br /> those types of concerns on a case-by-case basis going forward. <br /> Roll Call <br /> Ayes: Etten, Groff, Strahan and Roe. <br /> Nays: None <br />
