Regular City Council Meeting <br /> Monday,January 29, 2024 <br /> Page 9 <br /> Chief Scheider explained hiring right now is challenging but the Police Department <br /> has a really good pipeline coming in with a couple CSOs in skills and a couple more <br /> starting. She was confident that the department would be able to back fill as needed <br /> but it may take a little time. <br /> Public Comment <br /> Mayor Roe offered an opportunity for public comment with no one coming <br /> forward. <br /> Etten moved,Groff seconded,approving the Joint Powers Agreement and authorize <br /> Roseville Police Department to enter into a three-year partnership with the BCA <br /> Violent Crime Reduction Unit. <br /> Council Discussion <br /> Councilmember Etten appreciated the answers to the technical items as well as <br /> Chief Scheider's support for the big picture and how the City can better serve the <br /> community and work together to make a real change. <br /> Councilmember Groff stated it was helpful reading through the packet and hearing <br /> from Chief Scheider. He thought working with other communities was the way to <br /> go and he fully supported this. <br /> Roll Call <br /> Ayes: Etten, Groff, Strahan and Roe. <br /> Nays: None <br /> m. Discuss the Appointment Advertisement Interview Process for the HRIEC <br /> Mayor Roe briefly highlighted this item for the City Council. <br /> Councilmember Etten explained at the beginning of January 2024 there were three <br /> HRIEC positions to fill and it is now likely that the City will need to fill more <br /> vacancies. This Commission has gone through massive turnover,at least thirty-four <br /> people have rolled off the Commission in the last five years. So, the City has <br /> replaced more than six people a year on a nine-member commission. He explained <br /> things in their present form are not working. He did not feel they were working, <br /> and he did not think members of the Commission felt they were working so the <br /> City needs more time to sort out how to move forward with the work of the HRIEC <br /> to ensure they are creating something that serves the City and the City Council, <br /> while at the same time something that is worthy of investment of time and energy <br /> for the members of the community who are stepping forward. <br />
