Attachment 2 246 recommendation to the CityCouncil, the Planning Commission shall hold at least 247 one public hearing, as provided for in Chapter 108 of this Code. The recommendation 248 by the Planning Commission to the City Council shall be by a resolution of the ths 249 Commission, approved bythe affirmative votes of not less than 5/7of its total 250 membership. The Commission may from time to time recommend minor 251 amendments to the City Comprehensive Plan or any section thereof without the 252 public hearing mentioned herein providing that a majority of its members are of the 253 opinion that such hearing is notnecessaryor in the public interest.(Ord. 1175A, 11- 254 25-1996) 255 256 3.Procedure for Consideration of Requested Amendment to Comprehensive Plan. If 257 an amendment to the Comprehensive Plan Future Land Use Map is requested by a 258 property owner, the applicant shall hold an open house meeting with residents and 259 property owners in the vicinity of the affected property prior to submitting an 260 application for the amendment. Open House: Requirements for such an open house 261 are as follows: 262 263 a. Purpose: To provide a convenient forum for engaging community members 264 in the development process, to describe the proposal in detail, and to answer 265 questions and solicit feedback. 266 267 b. Timing: The open house shall be held not more than 30 days prior to the 268 submission of an application for Comprehensive Plan Future Land Use Map 269 Amendment approval and shall be held on a weekday evening beginning 270 between 6:00 p.m. and 7:00 p.m. and ending by 10:00 p.m. 271 272 c. Location: The open house shall be held at a location in or near the 273 neighborhood affected by the proposed amendment, and (in the case of a site 274 near Roseville’s boundaries) preferably in Roseville. In the event that such 275 a meeting space is not 276 available the applicant shall arrange for the meeting to be held at the City 277 Hall Campus. 278 279 d. Invitations: The applicant shall prepare a printed invitation identifying the 280 date, time, place, and purpose of the open house and shall mail the invitation 281 to the recipients in a list prepared and provided in electronic format by 282 Community Development Department staff. The recipients will include 283 property owners within 500 feet of the project property, members of the 284 Planning Commission and City Council, and other community members that 285 have registered to receive the invitations. 286 287 e.
