The recommendation <br />248 by the Planning Commission to the City Council shall be by a resolution of the <br />ths <br />249 Commission, approved bythe affirmative votes of not less than 5/7of its total <br />250 membership. The Commission may from time to time recommend minor <br />251 amendments to the City Comprehensive Plan or any section thereof without the <br />252 public hearing mentioned herein providing that a majority of its members are of the <br />253 opinion that such hearing is notnecessaryor in the public interest.(Ord. 1175A, 11- <br />254 25-1996) <br />255 <br />256 3.Procedure for Consideration of Requested Amendment to Comprehensive Plan. If <br />257 an amendment to the Comprehensive Plan Future Land Use Map is requested by a <br />258 property owner, the applicant shall hold an open house meeting with residents and <br />259 property owners in the vicinity of the affected property prior to submitting an <br />260 application for the amendment. Open House: Requirements for such an open house <br />261 are as follows: <br />262 <br />263 a. Purpose: To provide a convenient forum for engaging community members <br />264 in the development process, to describe the proposal in detail, and to answer <br />265 questions and solicit feedback. <br />266 <br />267 b. Timing: The open house shall be held not more than 30 days prior to the <br />268 submission of an application for Comprehensive Plan Future Land Use Map <br />269 Amendment approval and shall be held on a weekday evening beginning <br />270 between 6:00 p.m. and 7:00 p.m. and ending by 10:00 p.m. <br />271 <br />272 c. Location: The open house shall be held at a location in or near the <br />273 neighborhood affected by the proposed amendment, and (in the case of a site <br />274 near Roseville’s boundaries) preferably in Roseville. In the event that such <br />275 a meeting space is not <br />276 available the applicant shall arrange for the meeting to be held at the City <br />277 Hall Campus. <br />278 <br />279 d. Invitations: The applicant shall prepare a printed invitation identifying the <br />280 date, time, place, and purpose of the open house and shall mail the invitation <br />281 to the recipients in a list prepared and provided in electronic format by <br />282 Community Development Department staff. The recipients will include <br />283 property owners within 500 feet of the project property, members of the <br />284 Planning Commission and City Council, and other community members that <br />285 have registered to receive the invitations. <br />286 <br />287 e.
