Attachment 2 <br />208 202.01 ESTABLISHMENT AND PURPOSE. <br />209 A City Planning Commission for the City is hereby established, which shall be subject to Chapter <br />210 201 of the City Code. The Planning Commission shall be the City planning agency and shall have <br />211 the Scope, Duties and Functions scope, duties, and functions given to such agencies generally by <br />212 Minnesota Statutes, sections 462.351 through 462.364, as amended, and as conferred upon it by <br />213 this Chapter. (Ord. 194, 4-19-55; 1995 Code) <br />214 The Planning Commission shall consist of seven members appointed by the City Council. <br />215 202.02: MEETINGS AND REPORTS: <br />216 The Commission shall hold at least one regular meeting each month. It shall keep a record of its <br />217 resolutions, transactions, and findings, which shall be a public record. The Planning Commission has the scope, duties, and functions given to city planning <br />227 agencies generally by law, including the authority to conduct public hearings as directed <br />228 by the City Council or city policy. <br />229 <br />230 B. Perform the duties enumerated for the Planning Commission in Title 10 of this Code. <br />231 <br />232 C.Comprehensive Plan: <br />233 <br />234 1.Preparation of Comprehensive Plan: It shall be the function and duty of the Planning <br />235 Commission to prepare and recommend a Comprehensive City Plan for the <br />236 development of the City, including proposed public buildings, street arrangements, <br />237 public utility services, parks, playgrounds and other similar developments, the use of <br />238 property, the density of population and other matters relating to the development of <br />239 the City. Such Plan may be prepared in sections, each of which shall relate to a major <br />240 subject of the plan, as outlined in the Commission's program of work. (Ord. 194, 4- <br />241 19-1955; 1995 Code) <br />242 <br />243 2.Procedure for Adoption of Comprehensive Plan: The Planning Commission may, at <br />244 any time, recommend to the City Council the adoption of the City Comprehensive <br />245 Plan, any section of it or any substantial amendment thereof.
