<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 3/4/2024 <br />Item No.: 10.c. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Adopt a Resolution to Accept 2023 Police Department Donations <br />1 <br />2 Background <br />3 Over the years, the City of Roseville has received many donations from residents, program <br />4 participants and affiliated groups. These gifts have been in the form of both materials and <br />5 monies. When staff is notified of a potential donation, they make a determination of whether <br />6 to recommend acceptance based on the suitability of the item for the city. <br />7 <br />8 Per City Attorney, a resolution for acceptance of all donated funds is required per state law. <br />9 <br />10 Policy Objectives <br />11 The Roseville Police Department strives to establish connections with all community <br />12 members, especially historically disadvantaged groups, through community outreach <br />13 initiatives. Many of the Department’s initiatives are funded through the ongoing operating <br />14 budget. However, some outreach initiatives such as Shop with a Cop, a program building <br />15 relationships between police officers and disadvantaged youth, are funded through <br />16 generous donations from residents, businesses and community groups. Community <br />17 partnerships are vital in keeping Roseville a safe community for all. <br />18 <br />19 The following is the City of Roseville’s policy regarding the acceptance of donations: <br />20 To avoid conflict of interest or appearance of impropriety, the solicitation of <br />21 donations is not permitted except by authorization of the City Council for various City <br />22 functions and events. <br />23 Minnesota statute requires all donations to be officially accepted by the City Council. <br />24 <br />25 <br />26 Racial Equity Impact Summary <br />27 The Roseville Police Department utilizes donations to support community outreach <br />28 initiatives including Shop with a Cop, homeless outreach, and youth mentorship <br />29 programming, prioritizing building community and fostering public trust and legitimacy with <br />30 historically disadvantaged groups. <br />31 <br />32 Budget Implications <br />33 Acceptance of donations may result in a budget reduction. <br />34 <br />Page 1 of 2 <br />Qbhf!281!pg!342 <br /> <br />
