<br />REQUEST FOR COUNCIL ACTION <br />Date: 3/4/2024 <br />Item No.: 10.f. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Memorandums of Understanding with Law Enforcement <br />Labor Services Unions representing Police Sergeants, Lieutenants and <br />the Deputy Chief regarding Retention Incentive Payment <br />1 <br />2 Background <br />3 The City of Roseville currently has collective bargaining agreements with Roseville Police <br />4 Sergeants (LELS Local 436), Roseville Police Lieutenants (LELS Local 431) and the <br />5 Roseville Deputy Police Chief (LELS Local 478) that expire at the end of 2024. At the end <br />6 of 2023, the City entered into a new collective bargaining agreement for Roseville Police <br />7 Officers (LELS Local 112) that will be in place through the end of 2025. <br />8 <br />9 As a result of the new police officer contract and subsequent adjustment of wage rates for <br />10 officers, there are now 3 members of the Sergeants bargaining unit that make less than a <br />11 couple of long-tenured police officers. As it is not desirable to have supervisors making less <br />12 than those that they supervise and given that the existing union contracts don't address the <br />13 wage compression and resulting pay overlap, the City Manager is requesting that the City <br />14 Council approve a one-time retention incentive for the members of the Sergeant, <br />15 Lieutenant, and Deputy Chief Unions though the attached Memorandums of Understanding <br />16(MOUs). Approval of the MOU will allow the City to address the wage overlap and help <br />17 retain our Sergeants, Lieutenants, and Deputy Chief until such time a new contract is <br />18 approved with all three unions. The City Manager is recommending that all three union <br />19 members receive a one-time retention incentive, since only adjusting the Sergeants would <br />20 lead to wage compression issues with the Lieutenant and Deputy Chief bargaining units. <br />21 <br />22 To ensure that all Sergeants will be above the pay of our most senior police officers, one <br />23 sergeant will need to receive a one-time payment of $5,895. The remaining 7 Sergeants, 2 <br />24 Lieutenants, and the Deputy Chief would receive a $5,000 adjustment for a total cost of <br />25$55,895. The City Manager recommends that the retention incentives are paid from the <br />26 existing balance of Public Safety Aid received from the State of Minnesota. With this <br />27 expenditure, the City will have approximately $187,000 of Public Safety Aid remaining after <br />28 accounting for amounts allocated in the 2024 budget. <br />29 <br />30 As part of the agreement, the individuals receiving the retention incentive payment must <br />31 stay with the City for at least 12 months or be required to reimburse the City for the total <br />32 amount of the incentive. <br />33 <br />34 <br />Page 1 of 2 <br />Qbhf!29:!pg!342 <br /> <br />
