Attachment 2 <br />MEMORANDUM OF UNDERSTANDING <br />WHEREAS, Law Enforcement Labor Services, Inc. (“Union”) and the City of Roseville <br />(“the City”) are parties to a Labor Agreement for the time period of January 1, 2022 through <br />December 31, 2024 (Local Number 431) (the “Labor Agreement”); and <br />WHEREAS, the City retains all of its management rights in Minn. Stat. § 179A.07, subd. <br />1; and <br />WHEREAS, the Labor Agreements cover the following job classification of Police <br />Lieutenant (collectively, the “Members” and individually as “Member”); and <br />WHEREAS, in 2023, the Union represented other employees of the police department <br />during negotiations of a Labor Agreement covering the Police Lieutenant job title, which included <br />market adjustments to wages in order to ensure retention of Police Lieutenants; and <br />WHEREAS, the City intends the negotiation of the next Labor Agreement with Members <br />to include a market adjustment; and <br />WHEREAS, the City wishes to offer the Members retention incentive pay to retain <br />Members as employees of the City even though they are in the middle of the term of the Labor <br />Agreement and have not negotiated a market adjustment; and <br />WHEREAS, in exchange for Members’ agreement to continue their employment with the <br />City for a specified period of 12 months, as a means of maintaining adequate Department staffing <br />in the near term to serve the residents of the City; and <br />WHEREAS, the City wishes to offer the Members one retention incentive payment <br />totaling $5,000.00; and <br />WHEREAS, the parties have agreed to the terms and conditions relating to theretention <br />incentive pay and wish to memorialize their agreement in this Memorandum of Understanding <br />(“MOU”). <br />NOW, THEREFORE, the City and the Union agree as follows: <br />1.By April 1, 2024, the City will offer its retention incentive payment to all Members <br />employed by the city before January 1, 2024, in the amount of $5,000.00. <br />2.As a condition of receipt of the payment, Members must sign a written agreement that they <br />will continue their employment with the City for at least 12 months. Members who decline <br />to sign such an agreement will not be eligible for the incentive payment.
