<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 3/4/2024 <br />Item No.: 10.h. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Street Name Change Policy <br />1 <br />2 Background <br />3 The City has received a request from residents to change the street name of the segment <br />4 of County Road B, west of Cleveland Avenue, which is the portion scheduled for <br />5 reconstruction this year. In 2014, this segment of County Road B was turned back to the <br />6 City, but still retains the county road name. <br />7 <br />8 The City would like to establish a policy for how the public can make these requests, how <br />9 they can be reviewed, and considered by the City Council. Note that Minnesota Statute § <br />10 440.11 “Street Name Change; Ordinance” allows cities to make a street name change, <br />11 provided that it is approved by ordinance and then recorded in the office of the county <br />12 recorder. <br />13 <br />14 Staff presented a draft policy to the Public Works, Environment and Transportation <br />15 Commission (PWET) on June 27, 2023, and PWET discussed with City Council at the joint <br />16 meeting on July 10, 2023. PWET reviewed the policy a second time on August 22, 2023. <br />17 The Council reviewed the policy at the September 25, 2023 Council meeting and <br />18 recommended PWET review the policy one more time to give feedback on the process for <br />19 the new naming of the street. PWET reviewed the policy at the January 23, 2024 meeting. <br />20 The Commission recommended one change to the policy on the notification procedure, but <br />21 no changes to how a street name is chosen. Changes to the proposed policy made since <br />22 the last council meeting are highlighted in yellow on Attachment 1. <br />23 <br />24 Policy Objectives <br />25 Plan for and support a multimodal transportation system that moves people and goods <br />26 safely and efficiently. <br />27 <br />28 Racial Equity Impact Summary <br />29 This policy provides a process to change street names that some may find confusing <br />30 and/or offensive. Future costs and inconveniences that result from an approved street <br />31 name change, not specifically from approval of this policy, that are borne by property <br />32 owners and tenants could be more burdensome to some populations.
