<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 3/4/2024 <br />Item No.: 10.i. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Resolutions Prohibiting Parking, Approving Plans and Specifications <br />and Ordering Advertisement for Bids for County Road B Reconstruction <br />1 <br />2 Background <br />3 On Monday, November 6, 2023, a public improvement hearing was held for the <br />4 reconstruction of County Road B from Cleveland Avenue to Eustis Street (City Project No. <br />5 24-02). Following the hearing, the City Council ordered the improvement and preparation of <br />6 plans and specifications of the proposed project. The next step in the process is for the City <br />7 Council to approve plans and specifications and authorize the advertisement for bids. <br />8 <br />9 County Road B is a Municipal State Aid roadway from Cleveland Avenue to Fulham Street. <br />10 The reconstruction of this portion of County Road B will use State Aid Funds. Since State <br />11 Aid Funds are being used, the plans must be approved by Minnesota Department of <br />12 Transportation (MnDOT) State Aid prior to the opening of bids. MnDOT is currently <br />13 reviewing the plans and we anticipate receiving comments soon. Staff is asking the Council <br />14 to approve the plans and specifications and authorize the advertisement for bids contingent <br />15 on receiving final MnDOT State Aid approval. This will allow us to bid the project as soon <br />16 as possible to seek favorable bid prices. <br />17 <br />18 County Road B is proposed to be reconstructed 25 feet wide and will only allow parking at <br />19 designated parking bays where the road is 7 feet wider. Since State Aid standards do not <br />20 allow parking on a 25 foot-wide road, a Council resolution is required to prohibit parking. <br />21 Parking will be prohibited, and “no parking” signs will be posted, except in parking bays. <br />22 The proposed parking restrictions have been discussed with residents throughout the <br />23 project development. <br />24 <br />25 State statute also requires a Council resolution approving plans and specifications and <br />26 ordering the advertisement for bids for all public improvements to be assessed. Since a <br />27 portion of the roadway reconstruction costs for this project will be assessed to benefiting <br />28 properties, the adoption of this resolution is required. <br />29 <br />30 A revised layout can be found as Attachment 3. The plans for this project are available in <br />31 the office of the City Engineer. Note that the plans also include the 2024 Pavement <br />32 Management Project (PMP).
