<br />35 After receiving bids, staff will review bids and bring an award recommendation to the City <br />36 Council. After construction is complete, a Final Assessment Hearing will be held before any <br />37 Special Assessments are levied for the County Road B Reconstruction. <br />38 <br />39 Policy Objectives <br />40 It is City policy to keep City-owned infrastructure in good operating condition, to keep <br />41 systems operating in a safe condition, and to plan for and support a multimodal <br />42 transportation system that moves people and goods safely and efficiently. <br />43 <br />44 Racial Equity Impact Summary <br />45 The County Road B project was chosen because it is the oldest road within the City’s <br />46 jurisdiction. It is overdue for replacement and is the last County turnback road which needs <br />47 to be brought up to City standards. There is not currently another city road in need of full <br />48 replacement, regardless of community demographics. The project will benefit all residents <br />49 and property owners in the area by providing improved pavements, improvement to <br />50 stormwater runoff, and an ADA-compliant pathway to provide safer and better connection <br />51 to nearby parks and paths. Special Assessments levied are typically payable over 10 years; <br />52 however, there is an established process to apply for hardship deferral of payments. <br />53 <br />54 Budget Implications <br />55 The $2,000,000 estimated project costs have been budgeted for in the Capital <br />56 Improvement Plan for 2024 construction. Assessments are per the adopted Special <br />57 Assessment Policy. <br />58 <br />59 <br />60 Staff Recommendations <br />61 Staff recommends that City Council approve a resolution prohibiting parking on County <br />62 Road B from Cleveland Avenue to Fulham Street. <br />63 <br />64 Staff recommends that City Council approve the plans and specifications and order the <br />65 advertisement for bids contingent upon final approval by the Minnesota Department of <br />66 Transportation. <br />Page 2 of 3 <br />Qbhf!332!pg!342 <br /> <br />
