42 <br />43 While law enforcement calls to hotels have been the main driver in enacting lodging establishment <br />44 licensing, there are also significant safety and building code concerns in certain hotels. The three hotels <br />45 that are high users of law enforcement services also have numerous ongoing building safety and <br />46 building code issues. In the past, these issues have included non-functioning fire suppression systems, <br />47 inoperable smoke alarm systems, broken windows, flooding and mold issues in common areas and <br />48 rooms, and abandoned vehicles in their parking lots. <br />49 <br />50 As these issues occur, staff works with those hotel owners to correct the issues. This takes a substantial <br />51 amount of time and resources for City staff. In addition, the improvements and corrections are made to <br />52 the minimal acceptable standard and City staff are often back within a year dealing with the same issues <br />53 at the same hotel. <br />54 <br />55 In requiring that all lodging establishments in Roseville are licensed, the City will be in a better position <br />56 to ensure that all visitors staying in Roseville will do so in safe and code-compliant places. This is not an <br />57 issue for most lodging establishments in Roseville. However, for those lodging establishments that do <br />58 not or will not adhere to minimum safety and code standards, there will be consequences for their <br />59 inaction, up to denial or revocation of a license to operate a lodging establishment in Roseville. <br />60 <br />61 Policy Objectives <br />62 Creating hotel licensing will ensure that lodging establishments are maintained and are safe for visitors <br />63 to Roseville and will be consistent with the following City Aspirations: <br />64 Be welcoming, inclusive, and respectful <br />65 Be safe and law-abiding <br />66 Be economically prosperous with a stable and broad tax base <br />67 Be engaged in our community's success as citizens, neighbors, volunteers, leaders, and <br />68 businesspeople <br />69 <br />70 <br />71 Racial Equity Impact Summary <br />72 Securing the safety and quality of accommodations in Roseville is a fundamental consideration with <br />73 respect to the proposed hotel licensing ordinance.
