<br />REQUEST FOR COUNCIL ACTION <br />Date: 2/12/2024 <br />Item No.: 7.c. <br />Department Approval City Manager Approval <br /> <br />Item Description: Discuss Street Light Policy <br />1 <br />2 Background <br />3 The City of Roseville currently has a Street Light Policy that was last revised in 2003. The <br />4 current policy (Attachment 1) defines aspects of street light installation and maintenance. <br />5 The current policy established where and when standard street lights could be installed and <br />6 a process for how non-standard street lights, or non-standard streetlight spacing, could be <br />7 installed upon request. <br />8 <br />9 Since the lighting policy is over 20 years old and many lighting systems are coming due for <br />10 replacement, staff seeks the Council's guidance and input on potential revisions. Topics for <br />11 revision were discussed with the Public Works Environment and Transportation <br />12 Commission at their January 23 meeting. A draft excerpt of the minutes is included as <br />13 Attachment 3. <br />14 <br />15 An updated draft policy is included as Attachment 2. The policy includes three primary <br />16 changes: <br />17 1. Sets minimum lighting standard for lights at all intersections, curves, and marked <br />18 crosswalks, regardless of request. <br />19 2. Establishes districts for commercial and city special areas. <br />20 3. Removes design standards from the policy such that those can exist as a separate <br />21 technical document that can be updated as technologies change. <br />22 <br />23 The updated draft policy is not intended for immediate adoption. Based on Council <br />24 feedback, staff will revise the draft and present it for adoption at a future Council meeting. <br />25 Staff would like to adopt a new policy in the near future to allow for more accurate capital <br />26 improvement planning so upcoming street light projects can meet the new requirements. <br />27 <br />28 Policy Objectives <br />29 Plan for and support a multimodal transportation system that moves people and goods <br />30 safely and efficiently. <br />31 <br />32 It is City policy to keep City-owned infrastructure in good operating condition and to keep <br />Page 1 of 2 <br />Qbhf!59!pg!614 <br /> <br />
