33 systems operating in a safe condition.
34
35 Racial Equity Impact Summary
36 The current policy is request driven; however, not all residents are equally likely to make a
37 request to local government. The proposed policy would provide for minimum lighting
38 regardless of request.
39
40 Budget Implications
41 Any changes to the street light policy may affect the street light budget.
42
43 For example, if additional street lights are warranted with a new policy the costs will
44 increase. A typical Xcel-owned wood pole with LED cobrahead street light costs
45 approximately $11 per month, or $132 per year, to operate. There are no upfront install
46 costs to the City.
47
48 For City-owned systems, or Xcel leased systems that need to be replaced in the future,
49 changes to the number of lights could dramatically increase or decrease install and
50 operating costs. On average, the typical aluminum pole with LED fixture light is $3,500 per
51 light for install. Decorative lights, such as by City Hall or the Twin Lakes area, cost $5,000
52 to $7,500 per light. Many business districts, such as the Centre Pointe area, currently have
53 high lighting levels, meaning they have tighter spacing of light poles. Currently, there are 21
54 lights in this system and replacing them would cost approximately $80,500. If spacing was
55 increased and light poles were reduced to 12 lights, the cost would be approximately
56$42,000 for the install. After install, operating cost per light for City-owned or an Xcel leased
57 light is approximately $21 per month or $252 per year.
58
59 Staff Recommendations
60 Staff recommends Council provide feedback on the draft Street Light Policy.
61
62 Requested Council Action
63 Provide feedback on the draft Street Light Policy.
64
65
Jesse Freihammer, Public Works Director
Prepared by:
1.
