<br />REQUEST FOR COUNCIL ACTION <br />Date: 1/29/2024 <br />Item No.: 10.j. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Consider approving contract with Flock and Rosedale Center <br />1 <br />2 Background <br />3 Staff seeks approval for the integration of "Flock" license plate readers within the City of <br />4 Roseville and Rosedale Center. <br />5 <br />6 The Roseville Police Department is committed to responsibly adopting technology to <br />7 enhance public safety measures. While prioritizing public safety, we emphasize maintaining <br />8 a delicate balance between privacy rights and fair application. The proven efficiency of <br />9"Flock" license plate readers in various environments suggests that their incorporation, with <br />10 appropriate safeguards, into our city's infrastructure will significantly bolster the safety and <br />11 security of our residents while upholding principles of fairness and privacy. <br />12 <br />13 The license plate recognition technology empowers the camera system to conduct real- <br />14 time inquiries with the National Crime Information Center (NCIC) for vehicles flagged for <br />15 reasons such as theft, missing persons, Amber Alerts, Silver Alerts, and association with <br />16 criminal activities or wanted fugitives. Upon receiving an alert from the Flock system on a <br />17 vehicle's license plate having been entered in the NCIC, officers are promptly notified, <br />18 enabling a timely response or further investigation in the area. <br />19 <br />20 The Flock Automated License Plate Readers (ALPRs) operate by capturing snapshots of <br />21 the rear license plates of passing vehicles. They do not incorporate facial recognition <br />22 software or record images of pedestrians or drivers. Importantly, these systems do not <br />23 enforce traffic laws, including violations such as speeding, running red lights, or expired <br />24 tabs, nor are they used for immigration status checks. The technology solely captures <br />25 vehicle descriptions and license plate information. Data stored within the Flock system is <br />26 retained for 30 days, after which images and information are automatically purged. Access <br />27 to this data is exclusively granted to law enforcement agencies for legitimate law <br />28 enforcement purposes and is not shared with or sold to third-party vendors. Additionally, <br />29 the 2015 ALPR law protects driver privacy, allowing data access only to personnel involved <br />30 in active investigations. <br />31 <br />32 It should also be noted that at the beginning of January, information about this technology, <br />33 including our policy and applicable state statutes, was sent to our Multi Cultural Advisory <br />34 Committee for their review. Members did not have any comments on the policy and use of <br />35 FLOCK.
