<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 1/8/2024 <br />Item No.: 7.b. <br />Department Approval City Manager Approval <br /> <br />Item Description: Approve Public Works 2024 Work Plan <br />1 <br />2 Background <br />3 Each year, Public Works staff monitors and evaluates the condition of City infrastructure <br />4 systems to develop capital improvement plans. Staff also work closely with other agencies, <br />5 including watersheds, Ramsey County, and MnDOT, to make improvements to our systems <br />6 as part of their projects within Roseville. The following construction projects (Attachment 1) <br />7 and initiatives are recommended for 2024. The proposed work plan is consistent with the <br />8 20-year capital improvement plan and pavement management program policies. <br />9 <br />10 The overall construction cost of the Public Works 2023 Work Plan is approximately $6.9 <br />11 million. <br />12 <br />13 Staff presented the Public Works 2024 Work Plan to the Public Works, Environment and <br />14 Transportation Commission on November 11, 2023. The draft meeting minutes are <br />15 included in Attachment 2. <br />16 <br />17 1. Pavement Management Program: Each year, the Public Works Department evaluates <br />18 street pavement needs based on the City’s Pavement Management Program. Streets in <br />19 marginal condition are recommended for mill and overlay. This year, 3.9 miles of roads are <br />20 proposed to be milled and overlayed with the Pavement Management Project (PMP) if bid <br />21 prices are favorable. Spot curb replacements are also done at the same time. The latest <br />22 turnback from Ramsey County, County Road B west of Cleveland Avenue, will also be <br />23 reconstructed in 2024. The reconstruction project plans will return to Council prior to <br />24 advertising for bids. <br />25 <br />26 2. Pathways and Parking Lots: Five new pathways are proposed: Along Lexington <br />27 Avenue, from Sandhurst Drive to Sherren Street; a short segment along Dale Street <br />28 between the TH36 ramps (by MnDOT); within Tamarack Park; between the Wagner <br />29 Avenue and Western Avenue cul-de-sacs; and Twin Lakes Trail Phase 2, south of Oasis <br />30 Pond. Additionally, the existing on-road pathway along County Road B west of Cleveland <br />31 Avenue will be reconstructed as an off-road path with the roadway reconstruction project. <br />32 Resurfacing projects will improve the pathways in Owasso Hills Park and the parking lots at <br />33 Howard Johnson Park and the Oval. Pedestrian ramps within the Pathway Projects, PMP, <br />34 and County Road B Reconstruction Project will be brought up to ADA compliance <br />35 standards.
