Master Plan, in 2024.

3. Lighting: Streetlights along County Road B2 over I35W will be replaced to restore
lighting on the pathway side. Existing light poles in the City Hall parking lot will be replaced.
Staff intends to revisit and update the lighting policy in 2024.

4. Sanitary Sewer System: The City will resume sewer lining with a moderately-sized
project in 2024 and retain a consultant to assist in development of a larger 2025 sewer
lining project to address some of the large or critical segments. Minor sewer repairs will be
performed with the PMP and County Road B Reconstruction Project. A consultant has
been retained to design upgrades to the Dale/Owasso Lift Station for construction in late
2024 or 2025.

5. Water Distribution System: Watermain along County Road B will be replaced from
Snelling Avenue to Merrill Street in coordination with Ramsey County’s County Road B
pavement project. As a part of the City’s County Road B reconstruction west of Cleveland
Avenue, new watermain is proposed at Cleveland Service Drive to allow for a loop to
improve the system. On Hamline Avenue, watermain will be upsized from Josephine Road
into Arden Hills at the request of Arden Hills; Arden Hills will be responsible for the majority
of the costs for the watermain upsizing. The agreement to sell water to Arden Hills will be
updated and renewed in 2024.

6. Storm Sewer System: Much of 2024’s storm water funds will be used for storm sewer
upgrades and pond improvements associated with the County Road B Reconstruction,
nearby PMP, and the Twin Lakes Trail Phase 2 projects. Additionally, staff will begin project
planning for City Ditch 2 improvements.

7. Retaining Walls: Portions of the retaining wall on South McCarrons Boulevard,
between Glenwood Ave and Woodruff Avenue, will be replaced with a soil nail reinforced
wall. Bids received in 2023 were high so modifications to the project have been made so it
can be rebid for 2024 construction. Staff has begun a city-wide audit of retaining walls
which they hope to complete in 2024.

8. Environmental: City staff plans to work on the following programs and initiatives over
the next year to help support sustainability and increase recycling:
Develop a Climate Action Plan using Energy Efficiency and Conservation Block
Grant funds.
Implement Energy Action Plan goals.
Conduct Less Mow May education and outreach.
Promote Roseville Sustainable Steward program.
Maintain GreenStep reporting and B3 energy usage tracking.
Prepare engagement plan for possible Green to Go Ordinance.
Host Energy Resource Fair in partnership with Lauderdale and Falcon Heights.
Host Residential EV Ride and Drive in partnership with the American Lung
Association.
Implement Environmentally Preferable Purchasing Policy.
Qbhf!32!pg!413
