Regular City Council Meeting <br /> Monday,April 22, 2024 <br /> Page 3 <br /> a. Consider a Request to Perform an Abatement for Unresolved Violations of <br /> City Code at 3119 Mildred Drive <br /> This item was removed from the agenda. <br /> b. MnDOT Update on the Hwy 36 Transportation Study <br /> Assistant Public Works Director/City Engineer Jennifer Lowry briefly highlighted <br /> this item as detailed in the Request for Council Action and related attachments <br /> dated April 22, 2024. <br /> Mr. David Elvin, Transportation planner with MnDOT, gave a presentation on the <br /> second phase of the Hwy 36 Transportation Study. <br /> Councilmember Strahan referenced page 31 of the presentation that states, "local <br /> business comments, RAHS comments, MnDOT maintenance comments", those <br /> were not included, and she did not know if Mr. Elvin has those comments or if that <br /> is a part of the matrix of all comments. She wondered if Mr. Elvin could speak to <br /> what the comments were from the high school or how that would impact things. <br /> Mr.Elvin indicated these are not included in written form but he did want to address <br /> them. He noted the Council asked when he was before the Council last time if he <br /> could go out and talk to these groups and there was good conversations with them <br /> and some were somewhat candid. He reviewed the comments from the groups <br /> MnDOT talked to. <br /> Councilmember Strahan knew the traffic study was conducted in 2022 but she has <br /> noticed, especially Tuesday through Thursday of late, the traffic has increased. <br /> Mondays and Fridays tend to be lighter with hybrid schedules continuing but the <br /> amount of people who are back into an office per location seemed to have increased <br /> greatly. She thought that Commerce St. underneath Snelling is a great idea and it <br /> was noted there was a bike lane on that, but she wanted to make sure that if they <br /> consider a bike lane, that it extends all the way from Hamline to Fairview. She <br /> noted that neither side of that has complete sidewalks so in front of the apartment <br /> buildings from Snelling to Fairview, there is no bike lane or pathway and not even <br /> parking along the side. She loved the idea and another piece would be a bike trail <br /> too, at least on the Target side. She noted there is sidewalk in there, if these could <br /> connect so it got to that intersection of County B and Snelling. She also wanted to <br /> know how all of these things work together with issues they have been addressing <br /> with County Road B and Snelling intersection. <br /> Mr. Elvin explained Snelling and County B is a County project. <br /> Ms. Lowry stated it is a study funded by the County primarily led by the City. She <br /> reviewed the project and study information with the Council. <br />
