Regular City Council Meeting <br /> Monday,April 22, 2024 <br /> Page 4 <br /> Mr. Elvin explained the reason for the ninety-degree intersection is for slower <br /> speeds and the target speed for Snelling would be 45 MPH, which is at least five to <br /> ten miles below what is going on today. That would be more consistent with the <br /> amount of speed wanted at County B and Snelling. He reviewed a folded diamond <br /> ramp versus a tight diamond ramp with the Council. <br /> Councilmember Etten agreed with some of the thoughts Mr. Elvin had. He <br /> wondered if there has been any communication with Ramsey County. He noted the <br /> County just rebuilt Lexington and B2 and asked if that was built with the <br /> anticipation that Hamline ramp would shut down. <br /> Mr. Elvin indicated that was not anticipated by the County. <br /> Councilmember Etten noted the peak times for the high school and asked what will <br /> happen if more traffic piles onto County Rd B2 heading westbound to the high <br /> school. There will be a lot of extra strain put into that situation. <br /> Mr. Elvin was not sure if that issue was discussed directly with the school. <br /> Ms. Lowry explained the County is on the project management team. She did not <br /> think that when Lexington was redone, this conversation, considering Hamline <br /> ramp closures had been begun at all so she was guessing no. <br /> Councilmember Etten asked if there were any conversations with the two churches <br /> there at that intersection. <br /> Mr. Elvin explained they did go to Grace Church but were unable to connect to line <br /> up discussions. <br /> Councilmember Etten concurred with Councilmember Strahan's comments about <br /> Commerce Street being a positive extension but also thinking about the pedestrian <br /> access, it would be a tremendous boon for what the City has with people crossing <br /> not at the intersection just north of County Road B, between County Road B and <br /> Highway 36. He thought this would be a much safer connection for folks to <br /> important resources, which he appreciated. He questioned intersection additions <br /> on Snelling Avenue, when the City thinks about some of the big changes that have <br /> happened in the North Metro, he is thinking about the intersection at Rice Street <br /> and Highway 36 and the intersection at Rice Street and 694.He noted traffic signals <br /> were being eliminated and this plan is adding two traffic signals. He was curious <br /> about the projections in 2045 which are to be rated at a C level, so he felt this is <br /> building in a problem. <br /> Mayor Roe thought C level was pretty good from a traffic engineering perspective. <br />
