Regular City Council Meeting <br /> Monday,April 22, 2024 <br /> Page 9 <br /> Mayor Roe concurred with most of what was said by the Council. He liked the <br /> educational part of this and is also interested in talking about how the City looks at <br /> projects that the City helps to fund. <br /> Councilmember Strahan wondered if the City needed to formalize a declaration of <br /> support of smoke free housing by putting the educational materials on the City <br /> website. She asked if the City should take a more formal approach and state the <br /> City does support smoke free housing. She did not think it was at the cost of non- <br /> smoke free housing,but she wondered if the Council is saying the City supports it <br /> if the City is doing educational programming. She also wondered if the Council <br /> takes a bolder stand by stating the City does support it and here are the resources <br /> because of that. <br /> Mayor Roe indicated it is something to think about. He was not always sure that <br /> the City's declaration of things has as much impact that the Council thinks it does <br /> but at the same time, one aspect to look at is if this is something the City wants to <br /> advocate for as a change to State law in our next discussion of legislative priorities. <br /> Mayor Roe thanked Ms. Engman for the presentation. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 7:57 p.m., and reconvened at approximately <br /> 8:04 p.m. <br /> d. Discuss Kids in Need Foundation State Bonding Request <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated April 22, 2024. <br /> Mayor Roe indicated as Mr. Trudgeon talked about ownership interest, and he <br /> wondered if it was a partial ownership interest on the part of the City or would the <br /> City own the building outright as a result of this. <br /> Mr.Trudgeon indicated the simplest way,probably,is to own the building outright. <br /> Mayor Roe asked City Attorney Tierney if the City would own the building. <br /> City Attorney Tierney explained in situations like this, what commonly happens is <br /> that the non-profit would acquire the property and then lease the property to the <br /> City who would lease it back to the non-profit. The document structure is that the <br /> City would enter into a grant agreement with the State to receive the funds. The <br /> funds would then be used to purchase the property on behalf of the non-profit who <br /> would lease it to the City who would lease it back to the non-profit and as a part of <br /> that transaction the City would enter into a use agreement with the non-profit as <br /> well to conduct the program, the project, and that has to be what the State <br /> Legislation says it is. In this case, it is operating a non-profit that provides school <br />
