Roll Call <br /> Mayor Roe called the meeting to order at approximately 6:00 p.m. Voting and Seating <br /> Order: Groff, Strahan, Schroeder, and Roe. Councilmember Etten was absent. City <br /> Manager Patrick Trudgeon and City Attorney Rachel Tierney were also present. <br /> 2. Pledge of Allegiance <br /> 3. Approve Agenda <br /> Schroeder moved, Strahan seconded, approval of the agenda as presented. <br /> Roll Call <br /> Ayes: Groff, Strahan, Schroeder, and Roe. <br /> Nays: None. <br /> 4. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. No one came forward to speak. <br /> 5. Recognitions, Donations, and Communications <br /> a. Ramsey County Ditch 4 Construction Soils Study Award <br /> Environmental Manager Ryan Johnson gave a presentation to the City Council <br /> about the Ramsey County Ditch 4 Construction Soils Study award. <br /> Councilmember Groff thought this was a nice refresher on what happens to soil <br /> when disturbed and how hard it is to replace the structure. He stated it was an <br /> interesting read to find out how Mr. Johnson is working with that structure to put <br /> the soil back. He thought it was a great project and a great use of the City's money <br /> to spend$9,000 and win the award while up against a million-dollar bridge projects. <br /> Councilmember Strahan thanked Mr. Johnson for sharing this award with the City. <br /> She wondered if this is something that has been done elsewhere or will it be held <br /> up as a test for other cities to do something like this. She wondered if this was best <br /> practice or learning as they go in this situation. <br /> Mr. Johnson indicated it is a little newer and not a lot of places have really grasped <br /> onto it in this way and is a common problem with other projects around the metro, <br /> and a lot of other construction companies. He noted this presentation has been given <br /> approximately five or six times to different organizations and conferences. There <br /> have been a couple of studies done on this. <br />
