Regular City Council Meeting <br /> Monday,April 15, 2024 <br /> Page 2 <br /> Councilmember Strahan asked what the next phase will be moving forward to 2026. <br /> Mr. Johnson explained the City will continue to work with the Ramsey County <br /> Ditch 4 corridor. <br /> Councilmember Schroeder thanked Mr. Johnson for the presentation. She asked if <br /> he could speak a little more about the vegetation side of this, how the plants were <br /> picked and if these were seeds or plants. <br /> Mr. Johnson explained in this case staff went with a seeded short grass prairie.This <br /> is really nice for habitat and pollinators and will get a lot of erosion control from it <br /> because there is a lot of root structure below the plants and maintenance will be a <br /> little bit less and will need less mowing. The benefits of adding the native <br /> vegetation outweighed just putting turf down. <br /> Mayor Roe wondered when this type of work will be added to the City standards <br /> and specs for all of the projects to make sure that this step is a part of it. But, he <br /> thought more research needs to be done before it gets to that point but it made sense <br /> to start to think about that as a requirement in the specs for future projects. <br /> 6. Items Removed from Consent Agenda <br /> 7. Business Items <br /> a. Receive Ramsey County Presentation—County Road C Project <br /> Public Works Director Jesse Freihammer briefly highlighted this item as detailed <br /> in the Request for Council Action and related attachments dated April 15, 2024. <br /> Mr. Freihammer introduced Ms. Joey Lundquist, Project Manager with Ramsey <br /> County and Ms. Alisa Johnson, SRF who gave a presentation. <br /> Councilmember Strahan thanked Ms. Lundquist and Ms. Johnson for the <br /> presentation. She indicated when she looks at some of the materials the Council <br /> has, she does not see the trails coming off the ballfields heading toward County <br /> Road C. She explained the area is pretty treacherous and she was not sure if there <br /> would be any plans to level County Road C at all. She suggested there be a crossing <br /> between Fisk and Avon to Terrace to access the neighborhood and neighborhoods <br /> north of there to get them into Central Park. There are pathways there already but <br /> there is no crossing. <br /> Councilmember Schroeder asked for more information on evaluating utilities. <br /> Ms. Lundquist explained the County will need to find out where the utilities are <br /> before the construction begins. She noted driveways will probably need to be <br /> adjusted during the construction process. <br />
