In addition, she thought <br /> conversations staff has had is that staff would like to look at this group as a partner <br /> in the work being done so it is not always necessarily the group that is giving their <br /> feedback, but staff is maybe giving the group some information. A lot of it is to <br /> include some learning opportunities staff has talked about such as getting people <br /> up to speed,bringing in people from different departments so the group knows what <br /> is going on in different areas, and so it is more rounded rather than just focusing on <br /> certain areas in the city. If the Council is leaning more towards that committee <br /> version, the resolution used to create that committee is where the specific <br /> parameters would be laid out. She asked if that is the direction the Council is leaning <br /> towards. <br /> Councilmember Groff indicated he would be concerned about removing the HRIEC <br /> from commissions. He would probably vote against that. He thought this was great <br /> right now and everyone is all onboard with it. Five years from now, there will be <br /> different people in those seats and will probably care less if that committee would <br /> disappear. The Commission is not so easily gotten rid of. That is why he would <br /> stick with the commission model. He thought the bad part was that it sounds like it <br /> does not give staff the information wanted or needed so it and does not work as <br /> well as that. <br /> Mayor Roe thought this could certainly start as a Commission and evolve, if <br /> needed. That is one way it could be dealt with because the City does not know for <br /> sure. He thought that might be one way for the City to ease its way into it and see <br /> if some of the concerns being thought about are actually turning up. This could also <br /> start as a committee or hybrid and see how that goes. He thought if there was an <br /> action by Council to pass a resolution to initiate something,it would be problematic <br /> for that thing to go away without further action by the City Council. An ordinance <br /> is a permanent thing, and a resolution is not that far away from it necessarily. <br /> Councilmember Groff thought transparency was very important. He understands <br /> that some people are uncomfortable being on camera and especially in this <br /> Commission. But the word `secret' was used, and he feels like the public is going <br /> to look at this as a secret organization that is within the City, unless the City does a <br /> lot of public information out there. Otherwise,he does not think this will be looked <br /> at as a commission. Nobody knows much about the MAC, the group that works <br /> with it does,but the rest of the community does not. <br /> Councilmember Etten thought `secret group' was a little far and he would pick up <br /> on Councilmember Groff's thing that it does not give staff what it needs so he <br /> would not want to create a new group that is not getting the City where it wants to <br /> go. If the City has some of that hybrid model,posting agendas and having meeting <br /> minutes afterwards, things like that, there is that sense of the City needing to be <br /> right there overseeing these. He indicated the MAC has yearly meetings with the <br />
