May 13, 2024 RE: Proposal for Professional Engineering Services <br />Water Meter Vault <br />City of Roseville <br />Roseville, MN <br />SEH Project No. ROSEV P-178749 <br />Jesse Freihammer, P.E. <br />Public Works Director <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br />Dear Jesse: <br />The City of Roseville is proposing to replace the three (3) below-grade water meter vaults that that serve <br />the connections with the City of Arden Hills. Our staff has a good deal of experience with such structures <br />from past projects. It also so happens that we are currently working on three (3) meter vaults for the <br />Randall Community (Rural) Water District in South Dakota, so the timing of this project is perfect! <br />Acting on your invitation, SEH is pleased to submit this proposal for professional engineering services to <br />prepare construction phase plans and specifications to support the City’s endeavor. The following outlines <br />our understanding of the project and our proposed scope of services for assisting the City of Roseville <br />(Roseville) with this meter vault replacement project. <br />PROJECT BACKGROUND <br />The City of Roseville provides water service to the City of Arden Hills at three (3) separate locations. <br />These water system connections have been in place for many years and the overall useful life of the meter <br />vaults is considered to be diminished to the point where replacement is desired. Roseville’s proposed <br />schedule is to replace one (1) meter vault in late summer or fall of this year. Replacement of the other two <br />(2)meter vaults will occur at a later date. <br />In general, the existing meter vaults are located at: 1.) County Road D and Cleveland Avenue; County <br />Road D and Fairview Avenue; and 3.) Hamline Avenue, east of Snelling Avenue. The Hamline Avenue <br />location utilizes a 16” water service connection between Roseville and the City of Arden Hills, while the <br />other two (2) locations offer 12” connections. Meter readings and upkeep of the vaults is Roseville’s <br />responsibility. <br />Under normal circumstances, water flows from the Roseville system into the Arden Hills system. However, <br />the hydraulic gradelines (HGLs) that the Roseville and Arden Hills water systems operate at are close <br />enough in elevation that water can actually flow back from the Arden Hills system into the Roseville system <br />should the Roseville system experience an unexpected drop in their HGL. <br />PROJECT SCOPE <br />From our Monday, April 22 Team meeting we understand that the City of Roseville is interested in developing <br />a set of construction documents for the initial meter vault replacement project that can be used for the future <br />replacement of the other two (2) meter vaults. Other parameters that Roseville has interest in for this meter <br />vault replacement project include: <br />1.New electromagnetic (mag) meters with AMI/AMR end points that are compatible with the existing <br />Qbhf!217!pg!257 <br /> <br />
