Roseville meter reading system for remote flow data reading.
2. Dual-directional reading/recording flow meters, or two (2) meters in parallel lines for capturing water
flow in both directions.
3. Consideration for meter “right-sizing” to achieve optimal meter reading, even at low flow.
4. Design the meter vault piping to allow for in-situ meter testing and calibration.
5. Provide an outside bypass around the meter vault for use if the meter needs repair or replacement.
SCOPE OF SERVICES
From our Monday, April 22 Team meeting we understand that the City of Roseville is requesting professional
engineering services that are limited to just the preparation of construction phase plans and technical
specifications that Roseville may then use for their proposed meter vault replacement project. (An option to
assemble a complete set of bidding documents is noted in the Compensation section of this proposal.)
Following our understanding, SEH has divided our scope of services into three (3) basic tasks as listed below
with project durations noted.
TASK 1 – PROJECT INITIATION & DATA COLLECTION (May 2024)

During this Task of the Project, the following activities will be performed:
1. Initiate project
2. Hold kickoff meeting with Roseville staff and members of the SEH Team to discuss:
a. Project scope & schedule
b. Meter Vault Site
i. Location,
ii. Setbacks (as may be important),
iii. Vehicle Access,
iv. Site Improvements
v. Security, and
vi. Temporary pipeline connection (if needed)
c. Meter Vault Design Parameters:
i. General Construction,
ii. Meter brands & sizes,
iii. General piping & valve,
iv. Bypass piping – size, location and configuration, and
v. Access & Egress – One (1) entrance or two (2).
3. Data collection from Roseville
a.Site survey data
i. Topography,
ii. Property surveys or certificate for layout purposes,
iii. City and County setback designations
b. Utilities (confirm what we already have received):
i. Water utility drawings for site,
ii. Sewer utility drawings near site, and
iii. Storm sewer information for site area
c. Geotechnical exploration report of site, and
d. Groundwater determination,
TASK 2 – METER VAULT DESIGN (June 2024)
During this Task of the Project, SEH will engage our Process, Civil, Electrical, and Mechanical disciplines to
complete the following:
1. 30% Plans
a. Meter vault layout,
b. Site demolition and layout,
c. Opinion of Probable Cost (OPC),
d. SEH QC,
e. Transmit drawings in pdf form to Roseville staff for review and comment,
Qbhf!218!pg!257
