<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 4/15/2024 <br />Item No.: 7.b. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Consider Releasing Request for Quotes for Residential Recycling <br />Carts Purchase <br />1 <br />2 Background <br />3 In 2014, Roseville switched from City-owned 18-gallon blue bins used for separating <br />4 recycling to contractor-owned recycling carts of varying sizes for our single sort recycling <br />5 program. At that time, having the contractor own the carts was the best option for the City. <br />6 Having the contractor own the carts meant they had to purchase the carts, distribute them <br />7 to the residents, repair and replace broken carts, and manage the overall cart inventory. <br />8 <br />9 After our 2022 RFP closed and Eureka was selected as our contractor for 2022-2025, staff <br />10 talked to the one other RFP respondent and to the two other contractors that did not <br />11 respond to the RFP, but were involved in the process. A common concern for contractors <br />12 was cart ownership. Contractors provided feedback that the existing contractor-owned carts <br />13 in Roseville provided a level of uncertainty for them that was difficult to price, and to roll out <br />14 carts for a new contractor for a 3.5-year contract would be cost prohibitive. <br />15 <br />16 Roseville started working with Ramsey County in early 2024, where Ramsey County was <br />17 able to provide technical and administrative assistance through Foth Environmental. <br />18 Ramsey County and Foth have provided assistance to Roseville for over a decade to help <br />19 with our recycling program. With Foth’s assistance, Roseville was able to put together a <br />20 Request for Quotes (RFQ) for Residential Recycling Roll-Out Carts to get pricing <br />21(Attachment 1). Foth was also able to provide a list of cart manufacturers that the RFQ <br />22 should be sent to, along with posting the information online. <br />23 <br />24 Once quotes are received, staff will review the submittals to confirm they match the <br />25 specifications outlined in the RFQ and rank the proposals which will include pricing. <br />26 Following the scoring, staff would bring the information back to the City Council to <br />27 determine appropriate next steps. <br />28 <br />29 If the City purchases carts, the cart rollout would happen in May or June of 2025, prior to <br />30 the start of our new recycling collection contract. City staff would coordinate the roll-out with <br />31 the cart manufacturer, and staff would create an education and outreach plan for the cart <br />32 transition process. The management and storage of the carts would be built into the new <br />33 recycling contract, and the contractor would manage the carts on our behalf. <br />34 <br />Page 1 of 2 <br />Qbhf!27!pg!63 <br /> <br />
