35 If the cart RFQ is approved and a cart contract is awarded in June, this will allow the
36 Recycling RFP to be simplified. As identified above, additional vendors would likely bid on
37 the Recycling contract and we could see fairer pricing, since cart rollout would not need to
38 potentially change every time the contract is awarded.
39
40 Policy Objectives
41 Roseville has the goal to responsibly fund programs, services, and infrastructure to meet
42 longterm needs.
43
44 Racial Equity Impact Summary
45 There should be no equity impacts associated with this RFQ as the recycling program is
46 city wide.
47
48 Budget Implications
49 There are no budget impacts associated with the RFQ. The City will have the option to
50 order carts, or not order carts, after quotes are received and pricing is reviewed.
51
52 If the City decides to purchase carts, Roseville will have to pay up front costs of the carts
53 for manufacturing, delivery, and roll-out which is estimated at $750,000. This would be out
54 of the 2025 budget. Ramsey County is offering a reimbursement grant for up to 50% of the
55 costs, so Roseville cost would be approximately $375,000 out of the Recycling Fund.
56
57 Staff Recommendations
58 Staff recommends the City Council allow the release of the Request for Quotes for
59 Residential Recycling Roll-Out Carts.
60
61 Requested Council Action
62 Motion to approve the release of the Request for Quotes for Residential Recycling Roll-Out
63 Carts.
64
65
Ryan Johnson, Environmental Manager
Prepared by:
1.
