37 considered as part of the final legislative bonding bill and KINF is awaiting Roseville City
38 Council approval to move ahead with the approvals.
39
40 Representatives of KINF will be in attendance at the City Council meeting to describe their
41 project and request in more detail. Attached is information about the project provided by
42 KINF.
43
44 Policy Objectives
45 To consider helping a non-profit based in Roseville with their capital needs through the use
46 of City resources to receive State of Minnesota funding through GO Bonds. The City does
47 not have a history or policy of providing this level of assistance to non-profits.
48
49 Racial Equity Impact Summary
50 The Kids in Need Foundation provides assistance to teachers who work in schools where
51 70% or more of the student population is eligible for the National School Lunch Program
52(NLSP). According to information provided by KINF, there is a $2,200 per-student public
53 funding gap in schools where most of the students meet the NLSP criteria. The gap
54 disproportionately falls on students of color, particularly Hispanic and Black children.
55
56 Budget Implications
57 Costs to the City are undetermined at this point.
58
59 Staff Recommendations
60 Staff does have concerns about the City of Roseville receiving state GO Bonding Funds for
61 Kids in Need Foundation. These concerns include taking on the liability of potentially
62 owning the KINF building and ensuring that the bonding funds are spent according to state
63 and federal requirements. In addition, there will be a substantial use of City staff resources
64 and costs to monitor the operations of KINF over a 40-year period to ensure compliance of
65 the defined public purpose. Finally, depending on what arrangements could be agreed to,
66 there will be a significant amount of legal fees incurred in negotiating and implementing real
67 estate, operating, and construction management agreements.
68
69 Requested Council Action
70 Receive presentation from KINF and provide direction to staff for next steps.
71
72
Patrick Trudgeon, City Manager (651) 792-7021 pat.trudgeon@cityofroseville.com
Prepared by:
1.
