37 considered as part of the final legislative bonding bill and KINF is awaiting Roseville City <br />38 Council approval to move ahead with the approvals. <br />39 <br />40 Representatives of KINF will be in attendance at the City Council meeting to describe their <br />41 project and request in more detail. Attached is information about the project provided by <br />42 KINF. <br />43 <br />44 Policy Objectives <br />45 To consider helping a non-profit based in Roseville with their capital needs through the use <br />46 of City resources to receive State of Minnesota funding through GO Bonds. The City does <br />47 not have a history or policy of providing this level of assistance to non-profits. <br />48 <br />49 Racial Equity Impact Summary <br />50 The Kids in Need Foundation provides assistance to teachers who work in schools where <br />51 70% or more of the student population is eligible for the National School Lunch Program <br />52(NLSP). According to information provided by KINF, there is a $2,200 per-student public <br />53 funding gap in schools where most of the students meet the NLSP criteria. The gap <br />54 disproportionately falls on students of color, particularly Hispanic and Black children. <br />55 <br />56 Budget Implications <br />57 Costs to the City are undetermined at this point. <br />58 <br />59 Staff Recommendations <br />60 Staff does have concerns about the City of Roseville receiving state GO Bonding Funds for <br />61 Kids in Need Foundation. These concerns include taking on the liability of potentially <br />62 owning the KINF building and ensuring that the bonding funds are spent according to state <br />63 and federal requirements. In addition, there will be a substantial use of City staff resources <br />64 and costs to monitor the operations of KINF over a 40-year period to ensure compliance of <br />65 the defined public purpose.
