<br />81 7. Present the draft strategic plan to the City Council and staff for feedback and <br />82 revisions. <br />83 8. Finalize the strategic plan based on feedback received and present it for adoption by <br />84 the City Council. <br />85 Staff suggests that as part of the proposal, consultants should provide a suggested time <br />86 commitment in regard to the strategic planning sessions. Staff suggests that the City <br />87 Council and Department Heads be open to meet in either an all-day or in half-day sessions. <br />88 In order to accommodate schedules, a Saturday session should also be considered. <br />89 <br />90 Some additional details that should also be discussed by the City Council regarding the <br />91 strategic planning process include: <br />92 Day of the retreat – Week Day/Weekend <br />93 Time of retreat-Morning/Afternoon/Evening <br />94 Length of retreat – Half day/full day/two days <br />95 Potential dates for the retreat <br />96 Location – City Hall Council Chambers/Other location <br />97 Recording of meeting – Nine North Broadcast/Minutes <br />98 Depending on the timeline for selecting a consultant and completing the work, it is hoped <br />99 that a new strategic plan can be in place by the end of summer or early fall. <br />100 <br />101 Policy Objectives <br />102 Once adopted, the aspirations identified in the Envision Roseville community visioning <br />103 project will help guide the City Council and City staff in meeting the priorities of the <br />104 community. A strategic plan centered around the community-identified aspirations will guide <br />105 the work of the City Council and City staff and make sure the aspirations are put into action <br />106 through City programs, services, and allocation of resources in a measurable and <br />107 accountable way. <br />108 <br />109 Racial Equity Impact Summary <br />110 The Envision Roseville visioning project was initiated with the overarching policy objective <br />111 of fostering an inclusive and participatory approach to review and update the City's <br />112 community aspirations, taking into consideration the evolving needs and demographics of <br />113 the city. There was significant awareness , intent and actions taken to target all segments <br />114 of the community, with an emphasis on those populations that are traditionally, and <br />115 historically underrepresented in civic processes. A strategic plan aligned with the <br />116 community's aspirations will help ensure community-driven outcomes are realized. The <br />117 City's Strategic Racial Equity Action Plan (SREAP) and the City's inclusion and respect <br />118 statement will be factored in as part of the strategic planning process. <br />119 <br />120 Budget Implications <br />121 The 2024 budget contains $30,000 for strategic planning purposes. <br />122 <br />123 Staff Recommendations <br />124 Staff recommends that the City Council review the proposed aspirations, make any <br />125 necessary changes, and formally adopt the Community Aspirations as identified by the <br />Page 3 of 4 <br />Qbhf!236!pg!33: <br /> <br />
