<br />34 The next step in ensuring the Community Aspirations are embedded as priorities for all the <br />35 City's work is to undertake a strategic planning process to create a strategic plan that links <br />36 the Community Aspirations and the Strategic Racial Equity Action Plan (SREAP) to the City <br />37 Departmental work plans. <br />38 <br />39 Staff would like to discuss the next steps regarding selecting a consultant to assist the City <br />40 in its strategic planning. The Department Head Team discussed how to approach selecting <br />41 a consultant for the strategic planning work. From the discussion, it was suggested that the <br />42 best approach would be to reach out to individual strategic planning consultants for <br />43 individual meetings to discuss the scope of work with them. The individual meeting would <br />44 provide the consultant with an opportunity to hear a more in-depth explanation of the <br />45 proposed scope of work and ask questions. The purpose of holding these meetings would <br />46 be to receive more tailored and responsive proposals. Requests for Proposals tend to work <br />47 best when specifics are outlined in detail (such as in bids for construction projects, etc.) <br />48 There are more variables when seeking professional services, such as how to facilitate a <br />49 strategic planning process. Based on the conversation and understanding of the scope, <br />50 consultants would then submit a proposal for the strategic planning work. Staff suggests <br />51 that one Councilmember participate in the individual meetings with consultants to provide <br />52 the City Council perspective on the strategic plan. <br />53 <br />54 Regarding the scope of the work and desired outcomes from the strategic planning <br />55 process, staff proposes the following: <br />56 <br />57 The City of Roseville recently completed a comprehensive community visioning process <br />58 aimed at gathering input from residents, businesses, and stakeholders to identify priorities, <br />59 values, and aspirations for the future of our city. The insights gathered from this process <br />60 have laid a solid foundation for the next step, which is the development of a 3-5 year <br />61 strategic plan. <br />62 The strategic plan will be the primary vision-setting and policy-directing strategy to lead the <br />63 ongoing evolution of Roseville for the next 3–5 years. As the city’s resident population <br />64 grows more diverse, the City has also created a strategic racial equity action plan (SREAP) <br />65 which can be found here. The City is seeking a strategic plan which includes measurable <br />66 objectives that align with the City’s inclusion and respect statement and encompass all City <br />67 functions. <br />68 <br />69 The selected consultant will be responsible for facilitating a strategic planning process that <br />70 engages City Council members and city staff in a collaborative effort to: <br />71 1. Review and analyze the findings from the community visioning process. <br />72 2. Identify key strategic priorities and goals based on the community's vision and <br />73 values. <br />74 3. Conduct a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis to <br />75 assess the city's current position and future opportunities. <br />76 4. Develop actionable strategies and initiatives to achieve the identified goals. <br />77 5. Facilitate consensus-building among stakeholders and ensure buy-in for the <br />78 strategic plan. <br />79 6.
