<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 4/22/2024 <br />Item No.: 10.f. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Accept State of Minnesota Intensive Comprehensive Peace Officer Education <br />and Training (ICPOET) Grant Award <br />1 <br />2 Background <br />3 On December 4, 2023, Council approved applying for the 2024 Intensive Comprehensive <br />4 Peace Officer Education and Training (ICPOET) grant funding. ICPOET provides grant <br />5 funding to assist Minnesota law enforcement agencies facing unprecedented hiring <br />6 challenges. The program is designed to recruit individuals with two-and-four-year degrees <br />7 in another area of study who are looking to pursue a career transition into law enforcement. <br />8 On March 13th, the Minnesota Department of Public Safety notified the Roseville Police <br />9 Department that funding would be awarded in the amount of $100k. Two eligible ICPOET <br />10 Cadets will receive up to $50k in reimbursement to help cover the costs associated with <br />11 completing an eight-month intensive comprehensive law enforcement training curriculum at <br />12 Hennepin Technical College. Candidates will earn a salary while completing training. The <br />13 goal will be to hire ICPOET graduates as Roseville police officers. <br />14 <br />15 A condition of the grant is that candidates must pass their state-mandated licensing exam <br />16 by June 30, 2025. To be eligible for participation, Roseville ICPOET Cadets will confirm <br />17 they are on track to meet this deadline. <br />18 <br />19 The State of Minnesota Grant Contract has been reviewed and approved by the City <br />20 Attorney (Attachment 1). <br />21 <br />22 Policy Objectives <br />23 Allow the Roseville Police Department to enter into a grant contract agreement with the <br />24 Minnesota Department of Public Safety, commencing Intensive Comprehensive Peace <br />25 Officer Education and Training (ICPOET) grant activities, thereby advancing the City’s <br />26 commitment to public safety through supporting innovative law enforcement hiring <br />27 initiatives. <br />28 <br />29 Racial Equity Impact Summary <br />30 The City of Roseville and the Roseville Police Department remain committed to a workforce <br />31 that truly represents the diversity and lived experiences of everyone in the community. <br />32 Accepting Intensive Comprehensive Peace Officer Education and Training (ICPOET) grant <br />33 funding will help create broader opportunities for historically under-represented law <br />34 enforcement candidates who may be considering a career transition into law enforcement <br />35 and create stronger relationships and engagement with our community.
